Primary objective
Provide high quality strategic advice on skills and workforce issues and opportunities impacting the Territory that meets skills needs of
industry, community and individuals. Lead the research, design, assessment, implementation and evaluation of strategies and projects that
support the Division and Government activities.
Context statement
The Workforce Skills and Migration branch plays a pivotal role in facilitating the achievement of a $40 billion economy and 166,000
workforce by 2030 in the NT. The branch’s role is to grow a skilled capable and flexible workforce for all Territorians that meets the
Northern Territory’s current and future skills needs, increasing the current workforce and growing the population.
Key duties and responsibilities
1. Provide quality evidence based analysis, strategic advice, and recommendations on a wide range of workforce skills, migration and
population matters, to inform policy decisions.
2. Represent the department on cross agency, intergovernmental and national working groups to provide Northern Territory skills,
migration and population context.
3. Build manage and influence collaborative partnerships, alliances and networks with key internal and external stakeholders to identify
emerging issues and develop solutions that support sound policy decision approaches.
4. Coordinate the implementation and ongoing management of the national skills agreement, evaluate, monitor and report on initiatives
ensuring the national and Northern Territory requirements are met.
5. Support Directors in providing leadership and guidance to effectively manage workflows and achieve overall business objectives.
6. Produce high-level briefings and correspondence including Ministerial briefings, Legislative Assembly briefs, Cabinet Submission,
speech notes and research papers within tight timeframes.
Selection criteria
Essential
1. Highly developed strategic management skills , with an ability to respond to changing situations and circumstances, set priorities,
meet deadlines, display professional judgement and deliver results through effective management of budgets and resources.
2. Proven leadership ability in supporting and leading a strong culture of teamwork and accountability and build individual and
organisational capability and responsiveness.
3. Demonstrated experience in research, analysis, implementation and evaluation, requiring innovative thinking and high level
conceptual and analysis skills in dealing with complex policy issues and delivering clear and considered advice within a changing
environment.
4. Demonstrated knowledge, skills and ability in project management including written and oral communication tailored to a wide
audience, and the ability interpret the economic, political, social and commercial environment.
5. Proven ability to build and sustain strategic relationships with key stakeholders, work collaboratively and with people of diverse
cultures and backgrounds
Desirable
1. Knowledge of Vocational Education and Training (VET), apprenticeships and traineeships, registered training providers and the issues
impacting the sector at local and national levels.
2. Tertiary qualification in public policy, business, economics, law, workforce or other relevant fields.
