Healthcare Safety Technician II

Summary:
  • Under the direction of the Hospital Safety Manager, assists in the development and delivery of work related safety programs within ANTHC.
  • The medical center safety technician has major responsibilities for pest management, hazardous materials and waste and supporting the hospital safety program.
Responsibilities:
  • The following representative duties are divided by the program under which the safety technician will be assigned.
  • The safety technician may be required to provide duties under the program to which they are not initially assigned.
Level I
  • Prepares documents and reports for the Environment of Care Committee (ECC) and other committees and workgroups as scheduled.
  • Schedules routine environmental rounds with applicable stakeholders.
  • Maintains updated documentation in various databases and systems.
  • Participates in investigations on employee injuries and other occupational exposure events.
  • Reviews and validates data for reporting and other initiatives.
  • Performs other duties as assigned.
Level II
  • All duties for Level I
  • Performs routine inspections of hospital grounds and facilities concerning pest management.
  • Works cooperatively with inter-disciplinary teams to control both animal and insect pests that come into or around the hospital.
  • Provides training and consultation for staff regarding pest management procedures.
  • Serves as the point of contact for pest management activities and pest management contractors providing services to the hospital.
  • Manages data and records of pest management activities.
  • Maintains applicable Share Point websites with current information and in alignment with strategic initiatives.
  • Performs other duties as assigned.
Level III
  • All duties for Level I & II.
  • Maintains meticulous records adhering to regulatory requirements for the management of hazardous waste, including Resource Conservation Recovery Act (RCRA) hazardous waste disposal.
  • Performs and documents weekly inspections of storage area(s).
  • Maintains storage area(s).
  • Creates reports for internal and external audiences.
  • Provides training to staff involved with the disposal process.
  • Participates in pre-construction planning, assisting Project Managers in identifying safety hazard to before construction occurs.
  • Performs periodic hazard surveillance inspections for assigned units and inspects construction projects with applicable occupational safety standards.
  • Provides technical assistance to ANTHC staff and supervisors.
  • Assists in the preparation of presentations and program material for meeting.
  • Instructs and educates, medical staff, administration, board members, and professional and non-clinical staff on areas of Safety & Environmental Management.
  • Assists in planning and execution of various occupational safety, environment of care, and life safety initiatives related to the accreditation of the Alaska Native Medical Center.
  • Participates in various committee meetings on behalf of the program and provides information back to the team for follow-up as needed.
  • Teaches New Hire Orientation and other trainings as needed.
  • Performs other duties as assigned.
Level IV
  • All duties of previous levels.
  • Mentor all other levels.
  • Lead special projects requiring more technical skill and experience.
  • Act in the role as manager in the absence of the Hospital Safety Manager.

KNOWLEDGE and SKILLS:
  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).
  • Knowledge of safety and occupational health principles, health hazards, protective measures, methods and standards.
  • Knowledge of adult learning methods, and training program development.
  • Knowledge of basic safety and occupational health hazards and protective measures.
  • Knowledge of OSHA and safety standards.
  • Knowledge of federal, state, tribal and local health safety groups and requirements.
  • Knowledge of integrated pest management principles.
  • Knowledge of hazardous materials and waste practices.
  • Advanced knowledge of Microsoft Word, Excel and Power Point.
  • Skill in identifying and resolving safety hazards in a health care or construction environment.
  • Skill in operating environmental testing equipment.
  • Skill in establishing and maintaining effective working relations with co-workers and representatives from other local, state and federal agencies.
  • Skill in oral and written communication.
  • Skill in operating a personal computer utilizing a variety of software applications.
  • Skill in developing, delivering and presenting training programs on areas related to occupational safety and health.
  • Skill in performing Ergonomic evaluations and writing recommendation reports.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in writing reports and developing graphs.
MINIMUM EDUCATION QUALIFICATION:
HEALTHCARE SAFETY TECHNICIAN I
  • High School Diploma or GED.
HEALTHCARE SAFETY TECHNICIAN II:
  • An Associate’s Degree in occupational safety, environmental health or related field. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education.
HEALTHCARE SAFETY TECHNICIAN III & IV:
A Bachelor’s Degree in safety, environmental health or related field is preferred. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION:
HEALTHCARE SAFETY TECHNICIAN I:
- Non-supervisory - One (1) years of customer service experience. An equivalent combination of relevant education and/or training may be substituted for experience.
HEALTHCARE SAFETY TECHNICIAN II:
- Non-supervisory - Two (2) years of safety program experience. An equivalent combination of relevant education and/or training may be substituted for experience.
HEALTHCARE SAFETY TECHNICIAN III:
- Non-supervisory - Four (4) years of safety program experience. An equivalent combination of relevant education and/or training may be substituted for experience.
HEALTHCARE SAFETY TECHNICIAN IV:
- Non-supervisory - Six (6) years of safety program experience. An equivalent combination of relevant education and/or training may be substituted for experience.
MINIMUM CERTIFICATION QUALIFICATION:
HEALTHCARE SAFETY TECHNICIAN I:
  • ICS-100 & 200, 700, 800 certificate of completion within 90 days of entry into position.
HEALTHCARE SAFETY TECHNICIAN II, III:
  • ICS-100 & 200, 700, 800 certificate of completion within 90 days of entry into position.
HEALTHCARE SAFETY TECHNICIAN IV:
  • ICS-100 & 200, 700, 800 certificate of completion.
  • One certifications through a nationally recognized organization (Certified Healthcare Safety Professional, Certified Hazard Control Manager, Certified Safety Professional or similar).
ADDITIONAL REQUIREMENTS:

According to the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
