Children & Youth Services Program Manager

Summary or Purpose

Responsible for the program oversight, coordination, directing, and implementation of the NSB therapeutic program for children and youth ages 0-18 who are placed in a residential setting. Provide administrative and clinical team leadership on a daily basis, ensuring quality of care and productivity, safety of persons served and staff. Assures that Federal and State grant conditions and requirements are met as well as the goals of the Health Department.

Essential Duties and Responsibilities

Plans, develops, and evaluates the Children & Youth Services Program goals, objectives, policies and procedures.

Monitors activities and assures compliance with administrative rules and regulations.
Facilitate a calm, healing, and safe environment for staff and service recipients including being trauma informed, developmentally appropriate and congruent, and providing excellence and evidence based practices.
Manages, compiles and synthesizes a variety of records, reports, budget, program data, service statistics, client satisfaction surveys and prepares all required and requested documents.
Provides leadership, supervision, direction and coaching to all staff and personnel working with the CYS; coordinates staff training, skill and career development, schedules, and maintains performance evaluations certifications, and licenses as required.
Facilitates peer reviews and related activities to ensure quality and accurate documentation.
Respects and acknowledges clients rights and maintains strict confidentiality in all clients and matters; Investigates and resolves incidents and issues as required while maintaining 42CFR & HIPAA Compliance and associated relevant guidelines ad regulations.
Responsible for the provision of direct services; assesses needs and ensures program integrity as well as documentation compliance.
Coordinates screening, orientation, admission, discharge planning, referrals and guides the service delivery in accessing health care.
Coordinates NSB staff, and other Borough Programs to oversee third party and Medicaid billing.
Analyzes clinical functions and evaluates the outcomes of services provided; collaborates with staff in formulating best practices, plan of action and recommendations for administration of programs including improvements and quality assurance.
Confers and consults with other professionals to provide and advocate for continued care outside the limitations of the program.
Interface with other programs and departments to promote efficient and productive operations.
Protects self, co-workers and persons served by following policies and procedures to prevent the spread of blood borne and/or airborne diseases, decrease physical and physiological injury.
May be required to work a non-traditional work schedule to include evenings, holidays and weekends and may be subject to 24 hour on-call status.

Knowledge, Skills and Abilities

Knowledge of community resources and support agencies.
Knowledge of protocols and practices in behavioral health care and practices in client treatment, case management, assessments, treatment planning, and evaluating client needs to make clinical recommendations based on research, observations and interviews.
Skills in reading interpreting, understanding and applying current research, program standards and procedures, applicable State and Federal rules and regulations, licensing and Borough policies and procedures.
Skills in leadership, scheduling and supervising staff, skills in training, prioritizing multiple tasks and effectively delegating tasks and authority.
Excellent verbal and written communication skills.
Skills in operating a personal computer utilizing a variety of standard software, including word processing, spreadsheets, and electronic health records.
Ability to work in a multi-cultural environment.
Ability to oversee effective and accurate documentation and billing.
Ability to lift 35 to 50 pounds regularly.

Education, Experience, Certifications and Licenses Required

Master's Degree from an accredited institution in Psychology, Sociology, Social work, Social Sciences or related field.
Current licensed Practitioner in the State of Alaska or ability to become licensed in the State of Alaska within one hundred eighty (180) days of hire , in one or more of the following disciplines: psychology, social work, (LMSW), (LCSW), marriage and family therapy (LMFT), and Counseling (LPC).
Two years' work experience to include the use of DSM-IV-TR.
Two years' work experience in the supervision and management of a residential facility for care and treatment of children OR six years work experience serving children in a residential setting.
Must be 21 years of age or older.
Name-check, criminal background investigation conducted by the Alaska Department of Public Safety, or state in which the individual is currently residing.
One-year separation from receiving services for substance abuse or domestic violence.
Documentation that the individual is free from active pulmonary tuberculosis.
Ability to obtain a Current CPR and First Aid Certifications within 30 days of hire.
Ability to obtain a valid Alaska driver's license within 30 days of employment that meets the North Slope Borough insurance criteria.
