Job Summary:
Under the direction of the Deputy Bureau Chief, this position will manage all home birth, late registrations, delayed birth, and foreign born applications in the Bureau of Vital Records, assisting in investigations, researching state statutes, processing and assisting with technical system issues, and other office activities as needed.

Responsibilities include but are not limited to:
  • Manage all home birth, late registration, delayed birth, and foreign-born applications/files.
  • Review initial applications for home birth, late registration, delayed birth, and foreign-born for completeness.
  • Create and send all correspondence to applicants for home birth, late registration, delayed birth, and foreign-born files.
  • Review all evidentiary documents submitted for home birth, late registration, delayed birth, and foreign born for accuracy, completeness
and ensure documents meet regulations.
  • Review all evidentiary documents for potential fraud.
  • Will have access to sensitive databases and information.
  • Prepare and route all home birth, delayed birth, and foreign-born files for review by leadership.
  • May assist in performing fraud investigations.
  • Working with the Office Chief to draft programmatic letters and assist in maintaining the program's Standard Operating Procedures and Policies.
  • Ensuring that policies, procedures, and desk manuals are established and updated as necessary ensuring the program operates in compliance with governing statutes and rules.
  • Implementing continuous quality improvement through review of standard work for the Bureau and trains other staff and will be pivotal in testing the current system and working with IT to resolve issues related to system performance.
  • Maintaining and sharing information and data of a very confidential nature.
  • Providing direct services to Bureau of Vital Records (BVR) customers such as customer service functions, records management, security, and fraud investigations.
  • Supporting the Vital Records team and maintaining a knowledge of associated Statutes and Regulations.
Job Duties:

Ensuring that policies, procedures, and desk manuals are established and updated as necessary ensuring the program operates in compliance with governing statutes and rules.
Records management including but not limited to; updating / maintaining program policies and procedures and desk manuals.
Other duties as assigned as related to the position.

  • Knowledge or ability to learn Vital Records policies and procedures.

Selective Preference(s):
Bachelor's degree or related education in public health or similar degree that fits the job description. One year professional work experience with general public health principles.
Pre-Employment Requirements:
Driver's License.
Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. §36-113.
