Job Summary:
This position is responsible for the management of a team within the Bureau of Vital Records (BVR). This position oversees and is responsible for planning, organizing, staffing, directing, and coordinating the staff and activities conducted within a team which consists of health program managers, program project specialists, and customer service representatives. This position leads the team in issue resolution using proven approaches that are known to result in improvement.

The Statewide System of vital records is dependent upon having critical electronic systems to support the collection of all vital events in the State of Arizona. This position is responsible for overseeing the outreach, site visits, and delivery of training and technical assistance to our 15 county partners, birth recorders, funeral homes, and medical certifiers so that they may operate their vital records functions. This position oversees the team that ensures that all system users complete the required training for system access and that users are updated and maintained. Oversee the team that manages the electronic system application requests for access and requests for database access by intra-agency and inter-agency employees; monitor user rights; ensure that all system users are adequately trained and monitored. Oversees the team that ensures that the vital records electronic systems operate correctly so that users can submit vital records data accurately; are adequately trained in the correct means to collect and submit information for a vital event; ensures timeliness of submitted vital events for registration; and records are in compliance with national standards. This position is responsible for ensuring the vital records electronic registration systems are operating correctly and to communicate with the team or vendor if issues should arise.

This position is the main point of contact and critical in the relationships with ADHS BVR stakeholder and partner groups, including but not limited to national, local, tribal, and border health agencies, and others in the public health community to address epidemiological and training efforts of the ADHS BVR stakeholders and partners statewide who assist in the registration and issuance of vital events in the State of Arizona.

Job Duties:
Responsible for overseeing the outreach, site visits, and delivering of training and technical assistance to our 15 county partners, birth recorders, funeral homes and medical certifiers so that they may operate their vital records functions.
Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, providing training, approving leave requests, and preparing evaluations). Oversees and is responsible for planning, organizing, directing and coordinating the staff and activities conducted within the team.
Oversee the team that manages the electronic system application requests for access and requests for database access by intra-agency and inter-agency employees; monitor user rights; ensures that all system users are adequately trained and monitored.
Develop policies, procedures and desk manuals to reflect best practices; ensure compliance with various vital records staff and partners.
Interprets statutes, rules, policies and procedures to be used in providing guidance to stakeholders and partners.
Coordinates requests for linkage to vital records to ensure confidentiality and necessity of the request.
Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Thorough knowledge of Arizona Revised Statutes and Rules pertaining to Vital Records as well as the National Center for Health Statistics Model Law.
  • Public sector program administration of a program with complex requirements.
  • Statistical analysis, database design, system testing and evaluation, a variety of training methods, and research methods.
  • Various reporting tools and training tools such as Learning Zen.
  • Performance Management (PM), Continuous Quality Improvement (CQI,) and Lean methodologies.

Selective Preference(s):
Bachelor's degree in public health or related field and 2 years experience or at least 8 years in public health preferable with a background or experience in vital registration.
Pre-Employment Requirements:
Driver's License.
Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. §36-113.
