Job Summary:


The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as an Area Program Manager with the Specialty District. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.


Job Duties:
Essential Duties and Responsibilities include but are not limited to:
  • Manages and coordinates the Support Coordination functions for the members within the District, with emphasis on programming and ensuring all federal and state requirements are complied with and documentation is complete, including case records. Ensures consistency in Support Coordination, implementation, and overall applications.
  • Works with programs/resource development to ensure services and providers are acquired to meet the needs of the members as ascertained by Support Coordination. Establishes and maintains good rapport and open communication.
  • Attends meetings with community advocates, advisory committees, providers, managerial, and administrative staff. Provides input on designs for systems and work plans. Develops, approves, and implements strategies, goals, objectives, policies, procedures, and guidelines to define those systems and area operations relevant to the District and Division, as well as for the delivery of multiple services.
  • Provides follow-up on incident reports & unusual incident reports by tracking that appropriate actions are taken to eliminate Rights violations, potential abuse or neglect, and other areas of concern. Interacts with other staff or agencies, such as Quality Control Licensing, Department of Child Safety (DCS), Adult Protective Services (APS), Program Review Committee (PRC), Human Rights Committee (HRC), etc., as necessary.
  • Acts as liaison to behavioral health Support Coordination, and the mental health agencies/providers they deal with, to problem-solve difficult cases. Attends staff meetings to assist Support Coordinators to focus on the philosophy, policies, and procedures of District and Division. Ensures cost effectiveness studies are completed when required. Works health care issues with the Managed Care Unit.
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
  • Federal and State statutes and agency policies and procedures relating to the care and assistance for individuals with developmental disabilities. State budget and planning process. Local, state, and federal resources.
  • Principles of human service planning and program development.
  • Division philosophy regarding service delivery and methods of supervision. Special needs of the developmentally disabled (DD) population.
  • Design and use of comprehensive data services.
  • Principles of training & development.
  • Research and analysis components of organizational problem solving.

Skills In:
  • Oral and written communication.
  • Planning, developing, implementing, administering, managing, monitoring, and evaluating developmental disabilities support services, training programs, and health related services.
  • Coordinating and administering through subordinate supervisors a network of home and community-based services to members with developmental disabilities.
  • Analyzing complex problems and identifying and implementing solutions.
  • Decision making, crisis management, negotiation, organization, supervision of personnel, delegation, and leadership.
  • Creative thinking and group dynamics.

Ability to:
  • Analyze complex situations accurately and quickly adopt an effective course of action.
  • Manage a complex array of projects with rapidly shifting priorities and timelines.
  • Analyze various data reports, search, evaluate, and make decisions. Plan, organize, & manage time effectively.
  • Establish and maintain effective working relationships/communication with diverse individuals and community groups, such as members, parents/families, professionals, providers, advocate, and community planning organizations, elected officials, agency employees, media, and the general public.
  • Provide leadership to groups and individuals.
  • Consistently exhibit above average skills in reading, comprehension, calculation, negotiation, delegation, policy formulation, and leadership.
Selective Preference(s):
The ideal candidate for this position will have:
  • A minimum of 5 years’ experience in applying federal, state, and local laws, rules, regulations, policies, and procedures relating to service delivery to individuals with developmental disabilities, which must include a minimum of 1 year of supervision of professional staff.
  • Case management and Behavioral Health experience working with ID/DD/SMI populations preferred.
Pre-Employment Requirements:
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
  • Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
  • Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
