The City of Raleigh is looking for a highly competent and motivated individual to join the Parks, Recreation and Cultural Resources Department (PRCR) to serve as a Fiscal Analyst. The Parks, Recreation and Cultural Resources Department (PRCR) supports City-wide operations, community programing and during peak season is a fast-paced work environment. The Raleigh Parks system boasts approximately 10,000 acres, including 200 parks and open spaces; 120 miles of greenway trails; 38 community and neighborhood centers; 2 art centers; 2 active-adult centers; 9 historic sites, museums, and cemeteries; 63 athletic fields; over 100 tennis courts; 4 lakes; 4 nature preserves; 73 locations with playgrounds; 7 dog parks; 8 swimming pools and more. We have over 425 full-time staff and employ nearly 1,800 part-time and seasonal staff annually during peak spring, summer, and fall seasons. The FY25 annual operating budget for Raleigh Parks is over $71M, and the annual capital improvement budget is approximately $11M.

The Parks and Natural Resources division, the largest division in the department, which includes a $26M operation approximately 225 full-time employees. This role is critical to the delivery of essential parks and recreation services. Areas of specialty within the Parks and Natural Resources division may include, but will not be limited to, maintenance and operations related to greenways, trails, parks, aquatic facilities, small equipment, and cemeteries; playground inspections; urban forestry development, management, and operations; horticultural and turf management; land stewardship activities and conservation practices; environmental education, nature centers and outdoor programming.

Duties and Responsibilities
60% Budget and Compliance Operations

  • Preparing and/or reviewing internal and external financial reporting in compliance with accounting principles
  • Analyzing, monitoring, tracking, and reporting of federal and state grant activities.
  • Account and bank reconciliations including contract management.
  • Is committed to fiscal integrity and gets excited about the opportunity to prepare, monitor, and analyze the multiple Parks and Natural Resources division budgets, both expenditure and revenue.
  • Embraces the opportunity to performs analysis, reviews and/or audits of financial information to ensure accuracy and compliance with applicable policies, procedures, regulations and requirements; provides summary reporting and prepares recommendations based on findings.
  • Is discerning and critical in thought that will serve as the foundation in the analysis of financial data and information. Review of financial policies, procedures and practices; providing recommendations for enhancements; assists in developing, updating, implementing and monitoring compliance with policies and procedures.
  • Monitors and administers fiscal accounting procedures, processes, transactions and/or system interfaces; identifies discrepancies, variances and financial irregularities; performs reconciliations; analyzes issues and recommends and coordinates problem resolution with staff, vendors and/or other operational stakeholders.
  • Competent skill managing fiscal processes, projects or programs; gathering data, analyzing findings and applying logic and reason; researching industry trends, solutions and best practices; Interpreting, monitoring and reporting financial information and statistics; Organizing and maintaining fiscal program/process documentation, schedules, records and files; coordinating deadlines and prioritizing competing demands.
25% Supervising and Team Management
  • Mentors and trains, helping management steer assignments and/or oversee work prepared by others in the Parks and Natural Resources Division. This position will have one direct report with a team size of three fulltime and two parttime employees.
  • Supervises and leads professional Administrative Support staff with focus on staff first and services to the community. Provides recruitment, hiring, training, recognition, staff development, performance management, coaching, and progressive discipline.
  • Enjoys the opportunities to serve as a functional liaison and provides internal and external customer support.
  • Has a working knowledge in the following areas - Principles and applications of critical thinking and analysis; methods of qualitative and quantitative research, best practices, trends and emerging technologies.
  • Establish working relationships with city-wide internal service groups such as: Budget & Management Services, Facilities and Operations, Finance, Information Technology, Vehicle Fleet Services and Human Resources Department.
15% Organizational Support
  • This role will serve on the Parks and Natural Resources Division Leadership Core Team alongside four Superintendents and the City of Raleigh’s Urban Forester.
  • This position will serve in key leadership roles, including the City of Raleigh Strategic Plan, Historic Cemeteries Advisory Board liaison and performs other tasks required by Parks and Natural Resources Division and/or Raleigh Parks, Recreation and Cultural Resources Department.
  • Takes, transcribes, checks, and proofreads dictation consisting of correspondence, memoranda, manuscripts, minutes, technical, administrative reports, and other material.
  • Authoring and preparing original reports, documents and presentations; memos, and correspondence.
  • Must be committed to serving others and using his/her skill and abilities in the obtainment of individual, divisional, department and organizational goals.
  • Possess effective written and oral communication skills that will allow you to work successfully with internal and external customers.

Typical Qualifications
Education and Experience
Bachelor's degree in accounting, finance, business or public administration and two years of professional finance, budget analysis or accounting experience. Some assignments may require experience with Generally Accepted Accounting Principles (GAAP) and/or public sector accounting and budgeting.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Computer Skills
To perform this job successfully, an individual should have working knowledge of Microsoft Office; financial database software (Neo Gov), data visualization (Power BI) GIS/mapping software, database software, spreadsheet software, and word processing software.

Preferred Qualifications


  • 2 years of accounting and/or auditing experience.
  • Prior working knowledge of:
    • Enterprise-Wide Financial Systems
    • Annual reporting processes
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is routinely performed in an indoor, office environment.
