Who We Are:
The goal of the Washington State Department of Services for the Blind (DSB) is to assist in the stable employment and increased independence of Blind, Deaf Blind and Low Vision customers. DSB provides training, counseling, and support to help Washington residents of all ages, who have a visual disability to pursue employment, education, and independent living. About the Opportunity:
As the Fiscal Analyst 4, you will be responsible for performing complex financial analysis to ensure accuracy of expenditures and identify potential problem areas and alternative methods. You will monitor and evaluate ongoing financial transactions to ensure compliance with cash handling policies, utilizing proper accounting techniques, enforcing audit rules, and ensuring internal controls are in place. This is a Lead Senior level financial position that supports the Deputy Financial Officer by providing accurate and timely financial information to assist in reporting the agency’s financial activities. In this role, you will also provide guidance and support to lower-level Fiscal Analyst staff, serving as the key point of contact in analyzing and coordinate financial transactions. In addition, this position serves as the assistant to the Deputy Financial Officer and the technical lead for the implementation and ongoing support for the agency’s accounting system.

Duties

Some of What You’ll Enjoy Doing Includes:
  • Track and monitor financial and grant data to prepare state and federal reports, manage funds, develop and analyze financial systems, and oversee inventory accounting and revenues.
  • Prepare federal grant draw worksheets and process the approved draw requests.
  • Review, analyze, verify, track, and correct agency obligations in accordance with federal grant and state requirements. Provide guidance to agency staff to ensure obligations are recorded in compliance with federal requirements.
  • Review, analyze, and reconcile financial payment discrepancies between Enterprise Reporting and the Aware systems. Resolve discrepancies if needed.
  • Develop fiscal and accounting procedures to ensure adequate internal controls and compliance with OFM standards and procedures.
  • Oversee and monitor the use of purchase and corporate cards in accordance with agency and state policies.
  • Perform and document general ledger account reconciliations, process journal vouchers to adjust general ledgers both at year-end and on an ongoing basis to ensure accuracy.
  • Manage the department’s assets, including capital assets, small and attractive assets, and assets purchased for client use or loan. Lead the annual statewide inventory. Manage the tracking, disposal, and surplus of equipment.
  • Maintain the agency’s coding charts, including the chart of accounts for both federal and state fiscal years.
  • Review and analyze payroll records to ensure appropriate grants are charged, part-time staff hours are recorded accurately. Coordinate any corrections with payroll staff. Conduct the document reviews for each pay period (validation of the “Day 2” report).
  • Train and mentor fiscal team members on approved methods and procedures in accordance with General Accepted Accounting Principles (GAAP) and State guidance.
  • Lead the completion of monthly financial close, including variance analysis and commentary.
  • Lead the annual financial close processes, including preparing the annual financial statements and drafting comments on variances in accordance with GAAP and State guidance.
  • Develop and implement processes/procedures to integrate accounting and reporting systems with other operational processes using the state’s financial and operational systems management tools.
  • Act as the financial system liaison between agency users and Office of Financial Management (OFM) to ensure the financial integrity of major agency-wide financial and operational systems.
  • Make recommendations, develop or revise policies and procedures in collaboration with internal and external stakeholders.
  • Provide technical support and training to the agency for fiscal-related transactions and operational systems.
  • Initiate and develop fiscal management reports to support effective accounting and management practices.

Qualifications
Required Qualifications:
  • Bachelor’s degree in accounting, public administration, business administration, or a related field; NOTE: Year-for-year of related accounting senior level experience including procedure development, inventory oversight, and providing accounting guidance to agency senior managers and staff can substitute for education.
AND
  • Three (3) years of experience in accounting, auditing, or a relevant financial field.
Preferred Qualifications:
  • Familiarity with the Accounting and Financial Reporting System (AFRS), Enterprise Reporting system (ER), Consolidated Asset Management System (CAMS) and the Travel Enterprise Management System (TEMS).
  • Familiarity of the State Administrative and Accounting Manual.
