Job Description
The City of Raleigh Parks, Recreation and Cultural Resources Department is seeking candidates that have a passion for public service, strong inter-personal skills, a love for research & problem solving, exceptional customer service skills and a commitment to leadership while serving the community. The Special Project Manager will have direct management responsibilities that include supervision of the Recreation Division’s vehicle fleet and the custodial/facilities maintenance program that includes management of warehouse operations, contractual cleaning services and associated supply contracts, and inventory management of cleaning, first aid and safety supplies. Additionally, this position will work alongside the Assistant Director and division leadership on the research, development and implementation of protocols and procedures that advance the work of the organization. The Recreation Division is a $25M operation comprised of 135 full-time employees that can exceed 1500 part-time employees during the peak of seasonal operations. This position plays in integral role in the achievement of strategic goals for the division and department, reporting directly to the Assistant Director of Recreation. The Special Projects Manager will directly supervise two staff and indirectly support an additional thirteen (13) who comprise the department’s full-time custodial staff. This individual is responsible for the overall direction, coordination, and evaluation of the vehicle fleet and the custodial/facilities maintenance program. This position also provides support across the department to maintain clean and safe facilities by maintaining and supplying a robust inventory of cleaning, first aid and emergency supplies. You will be asked deliver leadership and carry out supervisory responsibilities in accordance with the organization's mission, vision, values policies, and applicable laws. Responsibilities include budget, planning, management, and implementation as part of the division leadership team, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; partner and coordination of work with other city departments, as well as outside agencies. Provide exceptional customer service by engaging with the public, internal and external customers.
Duties and Responsibilities
- Provides direct and indirect leadership in the development of division goals, objectives, direction, and philosophy. Works with program areas internal and external to the Recreation Division to develop goals consistent with the departmental mission and City Strategic themes. Partner with division leadership in the development, planning and management of an $25 million operating budget.
- Provides guidance, support and information to each of the program areas to ensure we are following professional best practices that align with a CAPRA accredited organization. - Directly supervises staff in the management of the division vehicle fleet and the custodial/facilities maintenance program. Specific duties to include provide leadership, vision, and direction for the work unit, develop short- and long-term goals that align with department mission, fiscal management (revenue, expenditure, procurement, and reconciliation), oversee staff development, respond to facility issues, involvement in capital improvement projects and participation in department and city strategic planning.
- Assumes full supervisory capacity in accordance with organizational policies: hiring, promotions, disciplinary action, training, evaluation, payroll, and termination. Manage all aspects of the hiring process from job posting interviews, selection, recommendation, and salary negotiations. Train staff on policy and procedures. Manage employee time and leave; all aspects of evaluation, development, and disciplinary action and ensure staff compliance with training requirements
- Evaluates and makes administrative program policy recommendations and changes in conjunction with program development. Research best practices. Lead sub-committees for policy review. Draft recommended policy Influence departmental policies, goals, objectives, and performance standards; prepares reports on program area activities. Serve in an advisory role to assist staff in successful implementation of departmental and city-wide policy and procedures.
- Coordinates with other department divisions and city departments to develop, coordinate and implement strategies to meet the needs of individual communities.
- Involved in city-wide emergency response planning and oversight during events. Assists in the coordination of the Recreation Division emergency response and evaluation within the city during inclement weather situations. Assign staff tasks related to Emergency Response. Communicate to staff emergency response protocols and appropriate action steps
- Identify, develop, and facilitate partnerships with outside agencies, stakeholder groups, and City Departments.
- Advise Assistant Director, Superintendents, and other Program Supervisors on local, state, and regional issues and opportunities regarding the delivery of recreation programs that meet the needs of communities within the city of Raleigh.
- Special projects and duties as assigned by Department Director and/or Assistant Director to support the mission of the Department and the City of Raleigh.
Typical Qualifications
Education and Experience
Bachelor's degree in parks and recreation, business or public administration, five years of professional recreational programming and/or parks or facilities management experience and two years of supervisory experience.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
