The City of Raleigh Parks, Recreation, and Cultural Resources (PRCR) Department is seeking a
Capital Project Manager to oversee the planning, design, permitting, and construction of park projects. This role requires expertise in architecture, landscape architecture, construction management, or civil engineering and involves managing various aspects of park projects from long-range planning through design, permitting, and construction. Projects range from new parks, community centers, and playgrounds to renovations of existing facilities.

Raleigh Parks plays an essential role in fostering the quality of life that makes Raleigh such a great place to live, work, and play. Our team is responsible for over 200 public parks and an ever-expanding network of greenway trails, community centers, art centers, athletic facilities, historic properties, aquatic centers, playgrounds, lakes, nature preserves, and open spaces.
Candidates are expected to provide a portfolio of professional project experience such as planning and design examples, construction document plans, and photographs with application.
Knowledge and Skills
- Expertise in architecture, landscape architecture, and engineering principles and practices.
- Strong project management and organizational skills, with the ability to oversee consultant teams and contractors.
- Strong communication skills with the ability to convey complex information clearly, both verbally and in writing, to diverse audiences.
- Proficiency in monitoring compliance with standards, regulations, and contracts.
- Ability to research technical issues, offer recommendations, and act as a subject matter expert.
- Skilled in budget development and management.
- Interpreting and applying applicable laws, codes, and standards.
- Critical thinking, group facilitation, and diplomatic decision-making.
- Providing excellent customer service internally and externally.

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Working Conditions
- Mostly office-based with occasional fieldwork.
- Some evening and weekend work may be required.

- The City of Raleigh Telework Policy allows qualified employees to perform work from home and/or another workspace location on a regularly scheduled (part-time) basis, subject to certain restrictions and approvals.
- This position requires in-office presence at Raleigh Municipal Building for most work hours.
