Dock Master/Assistant Facilities Manager

POSITION SUMMARY:
The position provides a safe operating environment by directing installation, maintenance and repairs of machines, tools, equipment and utility systems, and contributing to project production work completion and planning for docking and undocking of vessels while assuring ship and dry dock safety. The individual will establish department goals, policies and departmental procedures. Ketchikan’s Dockmaster/Facility Manager is a multifaceted role at Vigor Alaska. At all times it encompasses acting as the Facility Manager, Dockmaster, Security Manager and Master Rigger.


Vigor Alaska Dockmaster/ Facility Manager:
Works with project managers with the availability and capabilities of work on docks and piers. The Dockmaster is in the first line of customer services for incoming vessels and good customer service skills is required. Must have a solid understanding of marine operations and know CAD. The Dockmaster is responsible for the daily operations of the waterfront along with other duties including working with all craft supervisors, project supervisors and Safety in order to successfully and safely moving heavy equipment, machinery, and materials that are in excess weight and size of conventional methods. Operate all internal programs in order to track invoices and work hours spent on maintenance items. Must have knowledge of OSHA and other environmental regulations. Must have knowledge of general maintenance methods, operation requirements and be safety minded. Facilities Manager also closely reports specific needs and items to governmental agencies.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Responsible for care of Vigor assets with the goal of maximizing shareholder value. Determine facility repair priorities. Plan and direct repairs, preventive maintenance and equipment installation/relocations. Review high-cost assets for replacement or sub-contracting.
  • Plan and lay out docking and undocking activities; perform stability calculations; prepare and lay out blocks; gather and maintain weight logs and docking plans.
  • Perform as Preventive Maintenance leader and oversee PM team by reviewing manning, schedules, tasks, spot checks and timely feedback. Adjust program for potential efficiency and improvements.
  • Support product and process improvement, as requested, by reviewing new plans, discussing equipment needs and modifications with interested parties, management and coordinating activities of facilities and docking staff.
  • Responsible for protecting employees and visitors by maintaining a safe and clean dock and working environment.
  • Work with Manager of Environmental/Occupational Safety and Health to sustain compliance with regulatory agency requirements.
  • Achieve financial objective by managing staffing levels and material.
  • As Superintendent directs the completion of project work through the hourly craft employees. Coordinate tasks for each job among customers, contract administrators, and craft workers and revises daily/weekly schedules as needed. Inspect work in progress to ensure that workmanship conforms to specifications and adherence to repair schedules.
  • Design and plan dockings in CAD.
  • Assume total responsibility for vessel, drydock, adjacent facilities and personnel during drydocking operations.
  • Coordinate & supervise the work of employees assigned to specific dockings and undocking's.
  • Train employees to improve knowledge of docking processes.
  • Administer all drydocking paperwork, tests and inspections, including safety certification of dry docks.
  • Track, report, and execute annual compliance items such as Crane certifications, backflow preventers, fire systems etc.
  • Ensure facility is fully operational with all utilities functioning properly.
  • Responsible for all rolling stock and machinery maintenance and repairs in the facility.
  • Schedule and supervise maintenance repair work and assist with checking installation and servicing building equipment.
  • Maintain ongoing communication with contractors, regulatory bodies, clients and team
  • Investigate new opportunities for energy/utility conservation and recycling.
  • Identify facility and drydocks preventative and corrective maintenance requirements for enhanced productivity. Produce estimates and analysis as required.
  • Responsible for developing budgets for the annual Facilities Business Plan including Maintenance & Repair, Dry Docks and Yard Services. Achieve financial objectives through project management.
  • Control budgets for security operations and monitor expenses.
  • Recruit, train, and supervise security personnel.
  • Maintain security checkpoints.
  • Perform security process evaluations and inspections.
  • Must be able to monitor surveillance systems and respond to emergency situations at any time.
  • Perform as manager of all crane picks, heavy lift picks, critical lift picks, and major bull rigging operations.
  • Supervises the organization and management of all heavy rigging equipment.


JOB SCOPE:
While this position operates within the limits of company policy, there is a high degree of independent decision making required in carrying out this position. Equipment breakdowns or accidents can result in unsafe conditions or interruptions to production that required rapid and creative responses. Troubleshooting problems and developing appropriate responses is a critical skill in this position. The Facilities Manager is responsible for the largest overhead budget in the company which can run up to $4 million per year. This position also provides significant input into the capital budget for the company which can be $4 million or more. Single large repair or capital improvement projects can exceed $1 million each. This position directly impacts the safety and welfare of all employees. Awareness of and attention to safety are critically important. Failure to control expenditures and/or failure to ensure a safe shipyard could both have long term impacts to the company’s success. This position reports to the Director of Facilities and Commercial Affairs.

SUPERVISORY RESPONSIBILITY:
Directly supervises up to 20 hourly craft employees for dry-docking, including the Asst. Dock Master, Facilities Supervisor, the Dry Dock Rigging staff and any production crafts supporting the efforts of this position. This position will have to directly manage all staff.

INTERPERSONAL CONTACTS:
This individual will interact with various levels in the company and customers, as well as with subcontractors and vendors, and occasionally external regulatory agency staff. Within the company this individual may work with anyone from junior staff and craft personnel up to the CEO. Such contact may be in the course of providing support to internal customers or in obtaining assistance from other areas of the company. When docking activities are taking place, this individual serves as an internal expert and activity supervisor with those assigned to assist with the docking of vessels. For the most part, this position is supporting other departments or groups in the company.

KNOWLEDGE SKILLS AND ABILITIES:
  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers.
  • Knowledge of marine-related equipment, ship repair/construction techniques and sequencing of ship repair activities, and shipyard safety practices.
  • Ability to lead, manage and motivate employees in a production environment.
  • Ability to develop and implement strategic plans.
  • Must have the analytical ability to research problem areas and special requests.
  • Must be a well-organized, detail and customer (internal and external) oriented self-starter.
  • Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications.
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects.
  • Must be able to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency.
  • Ability to react and perform in emergency situations.
  • Knowledge of accounting and cost accounting systems, material and procurement systems and data processing systems.
  • Ability to read and interpret repair specifications, blueprints, marine repair/shipyard professional journals, technical procedures, and government regulations.
  • Ability to use PC and software applications such as Microsoft Windows, Excel, Word and database programs.
  • Knowledge of OSHA and other environmental regulations.
  • Must have thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods and administrative procedures.


EDUCATION AND/OR EXPERIENCE:
  • High School Diploma or GED Certificate is required.
  • BA degree in business or engineering or equivalent experience is preferred.
  • Minimum ten (10) years increasingly responsible experience in a shipyard or plant engineering environment in a marine industry.
  • Minimum five (5) years increasingly responsible managerial experience with three (3) years supervisory experience.
  • Minimum five (5) years of experience with Drydocking operations. Specific experience and knowledge of shipyard operations, complex/critical rigging, and heavy lift operations. Specific experience and knowledge of industrial equipment, cranes and plant utilities. Must maintain professional and technical knowledge. Experience working with ship superintendents, port engineers, craft supervisors, department managers.


CERTIFICATES, LICENSES AND REGISTRATIONS:
May require Naval certifications to perform docking work for Naval vessels.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 50% normal office environment; 50% of time spent in production areas in yard and aboard ships. The individual will be required to be in production areas in yard and onboard ships. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights. The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 50 pounds. May be required to work local waterfront jobs and on vessels underway. He/she may be required to work more than 8-hour shifts, weekend work, and be on-call. There may be local travel and out-of-town travel (including air travel) up to 5% of the time with notice.
