Policy Officer, Financial Framework Supplementary Powers Team

ABOUT THE DIVISION & BRANCHES

Financial Analysis, Reporting and Management (FARM) is a dedicated team of professionals who are passionate about what we do. Our work is performed across the following three branches:

Accounting and Frameworks Branch
The Accounting and Frameworks Branch is responsible for supporting Commonwealth entities to meet their statutory budgetary and financial reporting obligations, including responsibility for updating legislative instruments, frameworks, and providing guidance materials and accounting related technical advice to support Commonwealth reporting entities to prepare their annual financial statements. The Branch drives the accounting and finance profession across the APS, focussing on recruitment, attraction, talent and professional development for accounting and finance professionals.

Estimates and Reporting Branch
The Estimates and Reporting Branch is responsible for the preparation of and advice to the Finance Minister and Government on whole-of-government financial statements and other financial information for all annual estimates and actuals updates, including for budget publications. The Branch also produces the annual Consolidated Financial Statements and the Australian Government’s General Government Sector Monthly Financial Statements and provides advice on the Australian Bureau of Statistics’ Government Finance Statistics.

Financial Management Branch
The Financial Management Branch is responsible for appropriation management including arranging annual and special appropriations and maintaining of their records, Commonwealth Cash Management, provision of advice and oversight on appropriations and retainable receipts, foreign exchange risk management, coordination of the development of Budget Paper No. 4, and provision of advice and support for machinery of government changes and the Financial Framework (Supplementary Powers) Act 1997 and supporting legislative framework.

ABOUT THE OPPORTUNITY

We are looking for motivated people at the APS 5 level to join the Financial Management Branch, who are eager to develop and grow their skills in relation to the Australian Constitution and provision of legislative authority through the Financial Framework (Supplementary Powers) Regulations 1997 (FFSP Regulations) to support Commonwealth expenditure.

The successful candidate will be required to work across a range of government processes and collaborate with multiple stakeholders to support the establishment of legislative authority for Commonwealth expenditure through amendments to the FFSP Regulations within set timeframes.

This includes:


  • supporting the team in providing guidance and advice to internal and external stakeholders on matters relating to the FFSP legislative framework;
  • assisting and preparing a range of written material, including supporting documents for the development of legislation, Ministerial submissions and correspondence, and other corporate documents;
  • conducting research, analysis and quality assurance using a wide range of sources to provide an evidence base for decision making; and
  • prioritising own work and managing stakeholder expectations on urgent and critical matters against tight timeframes, including the requirements for rapid legislation to support Commonwealth spending.

The role will also be provided with opportunities for the successful candidate to stretch themselves beyond the work of their home team and be part of high priority work within FARM, through surge opportunities from time to time.
