Primary Objectives:
Provide coordination and management of employment related functions, including contracts, salaries and
other payroll entitlements for Members of the Legislative Assembly (MLA) and their electorate staff, and
provide support to the Department of the Legislative Assembly in the areas of Work Health and Safety,
Professional development and training, and reporting.
Context Statement:
The Department of the Legislative Assembly provides the Northern Territory Legislative Assembly, its
Members and Committees with quality and timely support for the operation of the Parliament,
Parliamentary Committees, the Parliament House precinct and Electorate Offices (and staff).
The People, Performance and Culture Unit provides workforce services support to DLA managers and
staff, MLAs and Electorate Office staff. The arrangement for employing electorate staff is complex, and
the approach to advice and management is significantly different from that of the DLA staff employed
under similar arrangements to other Northern Territory Public Sector staff.
Key Responsibilities:
1. Provide advice to MLAs and their electorate officers on staffing entitlements and employment
contracts in line with the relevant legislation, including Remuneration Tribunal Determinations and
the Fair Work Act 2009 .
2. Co-ordinate the preparation of employment contracts and other on-boarding tasks for electorate and
departmental staff.

3. Work with key contacts in the Department of Corporate and Digital Development to manage and
facilitate the processing of MLA and employee salaries and entitlements and undertake fortnightly
reviews to ensure timely and accurate processing.
4. Contribute to the development of departmental policies, procedures, and employment instruments.
5. Assist with Work Health and Safety reporting and administration tasks.
6. Assist with performance and dashboard reporting metrics for the department, and preparation of
monthly reports to MLAs.
7. Manage the administration and recording of employee training and development activities for the
department.
8. Supervise the HR Assistant and update and improve internal procedures to support effective and
efficient service delivery.
Selection Criteria:
Essential:
1. Experience coordinating the processing of transactional tasks in a service delivery environment,
including staff and workload management, coordinating meetings and small-scale project planning.
2. In-depth knowledge of payroll concepts, and related systems and procedures, and the interpretation
and application of employment legislation.
3. Ability to supervise staff.
4. High level interpersonal and communication skills and ability to build and maintain effective networks
and collaborative partnerships, while maintaining confidentiality and political impartiality.
5. Ability to problem-solve, manage competing deadlines, and achieve business objectives within
timeframes.
6. High level of motivation and adaptability, with excellent organisational skills and the ability to use
initiative and work under pressure.
7. Ability to analyse and interpret data, to generate meaningful reports to enable informed decision
making and planning.
8. Experience drafting correspondence and documentation such as departmental policy, procedures,
and reports.
Desirable:
1. Experience using Northern Territory Government payroll and employment systems such as e Recruit
and the Personnel Information and Payroll System (PIPS).

Access to recreation leave will be restricted during Parliamentary sitting periods.
The position is based at Parliament House, however, will require travel throughout the Northern Territory
and interstate at times.
