Tribal Operations Specialist

Description
SUMMARY: Under the direct supervision of the Tribal Services Assistant Director, the Tribal Operations Specialist performs duties essential to the training and technical needs of the AVCP member villages.

PERFORMANCE REQUIREMENTS: including the following. Other duties as assigned.

  • Assists the Tribal Services Director in identifying and addressing technical assistance needs in the AVCP villages.
  • Coordinates training for tribal councils and provides help in grant writing efforts by tribal governments.
  • Provides assistance on special projects such as tribal enrollment, ordinance writing, etc.
  • Assists Director in assessing village government status, provides training in record keeping, financial reports, federal and state tax requirements and filing trip reports, quarterly reports to funding agencies.
  • Maintains central files on AVCP village governments.
  • Coordinates village and regional planning efforts.
  • Provides typing, filing, and travel arrangements for regional meetings and training.
  • Ability to work well with various partners
  • Maintains strict confidentiality of information and the program.
  • Travel to AVCP member villages to conduct assessments and provide training.

KNOWLEDGE AND COMPETENCIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Must be willing to work flexible hours as needed. Trustworthiness is required. This position is subject to Native Preference per P.L. 93-638.

Education:
High school diploma or GED required.
Bachelor’s degree or equivalent from an accredited four-year college in Planning, Rural Development, Business Administration or similar field of study or two (2) years of work experience in a closely related field is required.

Skills:
Two (2) years of relevant experience is required.
A minimum of two (2) years of experience in tribal government and/or Native organization experience is required.
Knowledge of federal, state and local regulations governing business practices and grant program administration is preferred.
Proven accounting and secretarial experience is required.
Ability to work and live in a cross-cultural environment is required.
Must have strong written and verbal communication skills.
High level administrative skills are required.
Strong interpersonal skills are required.
Familiarity with Yup’ik lifestyles is preferred.
Fluency in Yup’ik is strongly preferred.
Proficiency in office and computer equipment and software is required to include Microsoft Office – Word, Excel, Publisher, Power Point, Outlook.

Requirements:
If the use of a company vehicle is required, the employee must have an active Alaska Driver’s license with a driving record that will allow the employee to be insured by the AVCP Vehicle Insurance Policy for use of company vehicles.

Strong interpersonal skills to work effectively within and outside of AVCP; exercises tact and diplomacy in working with other departments and agencies.

Strong adherence to corporate and departmental policies and procedures; maintains strict departmental and corporate confidentiality.

Demonstrated skills to effectively negotiate, mediate and make decisions; proven record of being detail oriented.

Dependability:
Reports to work timely and consistently.
Must be willing to travel frequently.
