DESCRIPTION:
The Property Room Manager ensures all evidence collected is submitted and entered
into the evidence recording system and is responsible for maintaining the integrity of
evidence by ensuring the proper handling, coding and storage of evidence to assist in
investigations, prosecutions and the return of property to its rightful owner. Duties also
include protecting the integrity and preservation of evidence throughout the judicial
process while ensuring compliance with all State and local laws, regulations and best
practices regarding the storage and disposal of all property and evidence.
REQUIREMENTS:
High School Diploma or GED required. Advanced education, prior law enforcement,
military or college preferred. Excellent written and oral communication skills that are
sensitive to professional ethics, gender, cultural diversities, and disabilities. Possession
of a valid Indiana driver’s license and demonstrated safe driving record. Must possess a
professional appearance, positive demeanor, and attitude, and work harmoniously with
all contacts in an enthusiastic and cooperative manner. Regular and satisfactory
attendance and punctuality is required. Ability to occasionally work extended, evening
and weekend hours, and travel out of town for meetings/conferences, sometimes
overnight.
Possess a thorough knowledge of English grammar, spelling, and punctuation. Possess
strong analytical and project management skills. Ability to make arithmetic calculations,
and prepare and administer unit budget proposal.
Performs a wide variety of technical duties using computers, and smartphones or similar
devices. Proficient in Microsoft Office products including Outlook, Word, Excel, and
Power Point.
Ability to work alone and with others in a team environment with minimal supervision,
often under time pressure. Ability to work on several tasks at the same time and complete
assignments effectively amidst frequent distractions and interruptions. Must be a high
self-monitor, be self-directed and maintain a proactive attitude.
Ability to prepare and make public speaking presentations. Effectively communicate orally
and in writing with coworkers, other City departments, funding and regulatory agencies,
and the public. Must be sensitive to professional ethics, gender, cultural diversities and
disabilities.
Managers duties are broad in scope and impact, involving many variables and
considerations to effectively promote the Department. Manager performs according to the
Department strategic plan, various legal requirements, and generally accepted practices
of the profession, exercising independent judgment in developing appropriate programs
and policies, and managing operations.
The Property and Evidence Manager will work at the Public Safety Center (PSC), storage
facilities, subject to frequent interruptions to receive and log seized property and
evidence. Periods of sitting, standing, climbing ladders, and carrying of weight (50 lbs.)
for short periods daily. Visual concentration, manual dexterity, and attention to detail are
required when performing data entry, e.g. case numbers, etc. Receiving and storing
evidence according to numerical shelving, checking serial number entry, completing
necessary forms, and tracking evidence packages. Property and Evidence Manager is
required to maintain finger dexterity to physically check firearms to verify the model and
serial numbers against forms. Must be able to climb ladders and reach while lifting
evidence/property for storage on shelving.
Occasionally may need to work overtime at supervisor’s direction. Professional etiquette
is required. Must have the ability to comprehend and follow written and verbal instructions.
Ability to control personal feelings and emotions when dealing with difficult people by
telephone and in person.
Must be able to type, have word processing and computer skills, data entry experience,
possess good skills in general office procedures and filing. General knowledge of basic
computer uses, network sharing, printing, and other basic Information Technology.
Ability to work with classified and sensitive information only accessible to Law
Enforcement personnel and to maintain confidentiality of department records, information,
and evidence.
Ability to use payroll software, scheduling software, training software and Axon or other
evidence management related technology.
PHYSICAL EFFORT:
Must have the ability to move about the office, stoop, kneel and/or bend, reach, push/pull,
and grasp. Perform repetitive motions, type, visually be able to read typed and
handwritten reports, and must be able to sit for long periods of time. Incumbent will
occasionally perform job functions that requires lifting heavy weights, climbing and
positioning themselves in hard to reach locations. The ability to physically lift 50 lbs.
overhead and move bulky objects is required. Incumbent will come into contact with
various hazardous chemicals, drugs and pathogens and will need to take the appropriate
precautions.
