Why does the job exist?
HR oversees the day to day operations of the Human Resources Division. Ensures HR objectives are in line with organizational objectives, NMDOJ mission and vision statement. This position requires proficiency in understanding federal, state and local human resource laws. Having a sound knowledge base in human resources and the ability to be responsive to the needs of the staff, directors and our executive management teams.
How does it get done?
Personnel/Position Management - Executes from start to completion the personnel/positions actions (hiring, promotion, reclassification, termination, etc.) ensuring accuracy and appropriate internal controls are maintained and external guidelines and deadlines are met. Payroll Management - Responsible for the accuracy and completion of payroll by addressing exceptions, working with timekeepers and approvers to ensure all payroll deadlines are met before payroll closes. Audits payroll using a series of reports and queries to ensure accuracy. Providing necessary data to the Financial Control Division to support and ensure alignment with our budget process. On-boarding and Off-boarding - Directs HR operations pertaining to all HR on-boarding and off-boarding tasks.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience, and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.
Working Conditions
Office setting, exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting, including during public meetings and hearings. Must be able to lift 25 lbs, and some sitting, standing, bending and reaching may be required. Some occasional travel, including overnight travel may be required in and out of state.
