The Office of the Secretary of State's finance department serves a critical role through its comprehensive management and oversight of the Office's fiscal operations. Under the strategic leadership of the Chief Financial Officer (CFO), the team of five is charged with the processing of all accounts payable and receivable, management of the Office's budget, and the effective allocation of funds to various programs and initiatives. Furthermore, it supervises the entire lifecycle of contracts and the execution of all procurements. Beyond these fundamental responsibilities, the finance team processes travel reimbursements, oversees the agency's annual audit, and ensures compliance with financial regulations in collaboration with the Department of Finance and Administration. The finance department enables the Office to advance all its initiatives effectively and successfully in support of the Secretary of State's mission.

Why does the job exist?
Budget Analysts (BA) serve to assist the Chief Financial Officer in the allocation of the Office's financial resources. BAs assist with the full life cycle of the budgeting process including the development, analysis, and execution of budgets, as well as the projection of future financial needs for the Office. In addition, the BA would work to find the most efficient manner to distribute funds and other resources among various departments and programs within the budget constraints during a given fiscal year.
How does it get done?
The Budget Analyst collaborates with department heads to develop and monitor the agency's budget, gathering needs, analyzing financial data, preparing reports, and monitoring expenditures to ensure alignment with the approved budget. They support leadership in decision-making, assist the CFO with economic forecasting, and oversee grants, procurement processes, and contract expenditures, ensuring compliance with state and federal regulations. Additionally, they assist with vendor relations by addressing inquiries, resolving issues, and ensuring high satisfaction through effective communication.

Minimum Qualification
Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in a professional office setting. The Finance team is situated in a cubicle suite with personal desks featuring a dual monitor setup. The job will entail extensive personal computer usage on an assigned laptop for remote purposes.
