Clerk of Court 3 DM


The Valdez District Court of the Alaska Court System (ACS) is accepting applications for a Clerk of Court 3 (salary range 14). Under general supervision of the Rural Court Administrator and Area Court Administrator, serves as Clerk of Court and Deputy Magistrate in the Valdez Court.

This is a flexibly-staffed position. Progression to the higher level (salary range 16 at $2,985.00 bi-weekly) may occur when the incumbent meets the requirements and is appointed as a Deputy Magistrate in accordance with Administrative Rule 19.2.


The following are currently assigned duties:

Trial Court Management
  • Provide professional support and leadership to the various functions of the clerk's office; process all criminal, civil, small claims, minor offense, probate and children's cases; assure efficient case flow management, integrity of court records, files, and accounts, effective jury management, in-court procedures, and front counter efficiency;
  • Assure that ACS rules and Third District policies and procedures are followed within the Valdez court;
  • Assure high quality of work and compliance with customer service standards;
  • Responsible for case flow management in the court; analyze and evaluate methods for improvement; prepare required reports on case flow, completion and initiation of cases, judge's bench time, and jury trial statistics;
  • Serve as the jury clerk for Valdez court and the duties required; serve as an in-court clerk as needed;
  • Review statutes, bills, rules, codes, policies, and procedures and apply them as required; work closely with the Area Court Administrator (ACA), Rural Court Administrator (RCA), and judges to implement new procedures; attend court conferences, attend monthly third district teleconferences and training sessions as required;
  • Process marriage certificates and marriage license applications;
  • Work closely with the Glennallen and Cordova Court to ensure all court business needs are met.

Accounting/External Affairs
  • Balance cash ledger and journal for the court's trust fund; make deposits; report quarterly and monthly to administrative accounting office;
  • Receive and respond to inquiries from the general public, parties, attorneys, judges, and others about the Valdez court; conduct investigations as needed to resolve problems;
  • Perform special projects and research as may be assigned by the ACA;
  • Operate, troubleshoot, and update the computer system and records; assure that data is entered correctly; work closely with Information Services on all technology-related issues;
  • Prepare and prioritize annual budget for submission to the ACA; recommend requests for supplies, equipment, and personnel to assure court needs for resources are met.

Deputy Magistrate
  • When appointed, the incumbent will serve as judicial officer when the Valdez judge is absent plus one weekend per month;
  • As Deputy Magistrate, accept complaints, arraign defendants in misdemeanor and minor offense cases; conduct felony first appearances; set bail; sentence defendants; perform marriages; issue search warrants and emergency restraining orders; issue summons and arrest warrants; other duties as authorized by the deputy magistrate order of appointment.

The ideal applicant will possess the following knowledge, skills, and abilities. Please detail each of these in the required cover letter.
  • Legal clerical experience working with high-priority, confidential, or sensitive information.
  • Experience maintaining office files and/or records systems.
  • Experience proofreading and editing professional documents.
  • Experience handling money and preparing receipts.
  • Experience prioritizing objectives and working efficiently with interruptions.
  • Ability and experience researching and analyzing federal and state laws, regulations, and/or court cases.
  • Proficiency using Microsoft Word, Excel, and Outlook.

The Work Hours
Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for this position are Monday – Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break.

Minimum Qualifications

A high school diploma or General Educational Development (GED) certificate AND two years of advanced general clerical or legal clerical work experience AND the ability to keyboard at least 40 words per minute (net). The required work experience is met by service such as a Court Case Manager 1, Court Case Manager 2, Court Supervisor, Clerk of Court, Chambers Judicial Assistant, or Chief Deputy Clerk with the Alaska Court System or similar work experience with another employer.
OR
A bachelor’s degree from an accredited college in any field AND one year of advanced general clerical or legal clerical work experience AND the ability to keyboard at least 40 words per minute (net). The required work experience is met by service such as a Court Case Manager 1, Court Case Manager 2, Court Supervisor, Clerk of Court, Chambers Judicial Assistant, or Chief Deputy Clerk with the Alaska Court System or similar work experience with another employer.
OR
A bachelor’s degree from an accredited college in business administration, public administration, criminal justice, or a closely related field AND the ability to keyboard at least 40 words per minute (net).
