Primary objective
This position provides advice and support on strategic justice policy and reform issues affecting the Northern Territory, conducts and
contributes to complex research and analysis in relation to development, implementation of policies, contributing to the Strategic Policy
team and broader Division knowledge, skills and experience.
Context statement
The Strategic Policy Unit is part of a multi-disciplinary Strategic Policy Coordination Division that is responsible for leading and
coordinating strategic justice policy development and implementation, legal policy and legislation, strategic communication, evaluation
and statistics for the department and across government.
Key duties and responsibilities
1. Identify and conduct research on strategic justice policy and reform issues and lead the analysis of policy options to recommend and
develop solutions to critical problems.
2. Engage and collaborate with a range of policy and service delivery stakeholders as relevant to implementation of the Territory’s justice
priorities.
3. Lead the provision of specialised advice on justice related matters including highly complex and sensitive policy issues.
4. Monitor implementation of existing policies and support the review and/or evaluation of initiatives to inform future policy
development.
5. Provide specialised advice on complex and sensitive justice policy matters including options for Government consideration.
6. Prepare Cabinet Submissions, ministerials, briefing papers and other correspondence as requested and relevant to strategic policy
issues.
Selection criteria
Essential
1. Well-developed expertise and experience in the development of policy, research, critical analysis and provision of high level advice,
demonstrating strong conceptual and analytical skills.
2. Well-developed oral and written communication skills, including the ability to communicate with influence through the provision of
clear and considered advice that reflects sound research and the use of strategic, conceptual and analytical skills.
3. Demonstrated experience in preparing briefings or reports on complex matters (such as ministerial and Legislative Assembly briefings,
Cabinet Submissions, discussion papers) for a wide range of audiences in plain English.
4. Experience in undertaking and coordinating work assignments, demonstrating initiative, and planning and management skills; and
demonstrated ability to achieve outcomes working effectively with team members.
5. Sound knowledge and understanding of contemporary and strategic social and justice issues facing the Northern Territory and of
government policies and strategies to address these issues.
6. High level interpersonal skills including proven liaison, negotiation and consultation with both government and external stakeholders;
and an ability to interact effectively with people from diverse cultures.
Desirable
1. Experience in legal practice and/or tertiary qualifications in a relevant discipline.
