Primary objective
Provide centralised procurement advisory and support services to client agencies in accordance with Agency Procurement Services’
Service Statement, the Northern Territory Government (NTG) Procurement Framework and Buy Local Policy. Services include advice and
support to agencies in the preparation of tender and contract documentation, procurement assessments, contract award and contract
management advice.
Key duties and responsibilities
1. Provide advice and assistance to client agencies to enable informed decisions to be made based on sound procurement principles
while ensuring compliance with the NTG Procurement Framework.
2. Provide operational support, guidance and advice to key stakeholders on all aspects of the procurement function to encourage
innovative practices, to achieve delivery of business outcomes and support NTG policy direction.
3. Prepare procurement tender and quotation documents incorporating technical specifications provided by client agencies, resolve
enquiries from prospective tenderers, and prepare evaluation reports to assist client agencies to undertake procurement assessments.
4. Work collaboratively and constructively with client agency staff to achieve effective and efficient procurement processes and
outcomes, and support procurement awareness and capability.
5. Continuously monitor workflows to ensure that Service Statement expectations are being achieved.
Selection criteria
Essential
1. Demonstrated sound working knowledge, understanding and application of procurement management principles, processes and
requirements either in a public or private sector environment, or demonstrated transferrable skillset in a similar corporate environment
e.g. Project Management, Human Resources with the ability to quickly acquire the knowledge.
2. Strong interpersonal and communication skills with the ability to influence and interact confidently with a diverse range of
stakeholders including mentoring, presentations and training.
3. Well-developed written skills with the ability to prepare procurement documents, reports and briefs to a high standard for and in
collaboration with supported client agencies.
4. Demonstrated commitment to high personal work standards in the delivery of client focussed services.
5. Demonstrated high level organisation skills with the ability to work well under pressure with a proven record of achieving results
within agreed timeframes.
6. High level of computer literacy with experience in using the Microsoft Office suite of products, Content Manager and Agencies
Purchase Requisitions Online or equivalents.
7. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and
respectful.
Desirable
1. Certificate IV in Procurement and Contracting or equivalent qualification.
