Primary objective
To provide expert public transport planning and operational advice, research, analysis, economic evaluation, and policy development. The
position supports the Director Passenger Transport in developing and implementing public transport reforms and service improvements
to the Territory-wide public and school transport systems to meet government commitments and departmental objectives. The position
manages the Public Transport Unit and supports the Director Contracts with contract development and management.
Key duties and responsibilities
1. Provide expert advice on planning issues related to passenger transport including public, school, and special needs students.
2. Research and analyse qualitative and quantitative data, critically appraising information, evaluate results and weigh up options and
provide recommendations to support the development of short, medium and long term passenger transport plans.
3. Develop business cases, project plans, communications strategies, and planning briefs to ensure the timely availability of the public
transport network to meet emerging community transport needs.
4. Manage the delivery of a range of projects, establishing clear plans and timeframes for completion for passenger transport services
including school and public transport and bus service provider contract reviews.
5. Undertake economic evaluations, modelling costs and budget bids and assessing revenue impacts.
6. Manage network planning and the development of proposed new travel routes and timetables, overseeing community consultation
processes and assessing community feedback and input, negotiating changes to proposed service models and arrangements.
7. Prepare ministerial correspondence including Cabinet Submissions, Legislative Assembly briefs, Estimate briefs and other high-level
correspondence and reports.
8. Contribute to procurement processes, managing contracts, preparing contract scopes, and participating in the assessment and
awarding of contracts.
Selection criteria
Essential
1. Demonstrated ability to provide effective leadership and management practices, including human resources, finance, budget and
procurement, information technology and information management systems.
2. Demonstrated knowledge of policy development and implementation.
3. Well-developed change management knowledge to address changing and competing demands, directions, and goals.
4. Demonstrated strong experience in project management, consultation, and stakeholder engagement strategies.
5. Demonstrated experience of consultation, mediation, negotiation, and problem resolution techniques.
6. High level oral and written communications skills, and a proven ability to develop complex reports, submissions, ministerial and
Cabinet correspondence.
7. An ability to interact effectively with people of diverse cultures.
8. Hold an NT drivers’ licence.
Desirable
1. Knowledge of the public transport sector, transport planning and relevant contemporary issues and trends.
2. Tertiary qualifications in a relevant discipline such as transport, planning or management.
