In the role of Manager, Procurement (Category Strategy) you will lead, develop, and manage your QCS procurement category stream: General Goods and Services, Information Communication and Technology, or Social Services (including Medical Goods and Services and Grants). The appointee may be required to participate in job rotation across QCS procurement category streams.
In this role you will:
Lead, coach and manage a high performing team of procurement professionals, contract managers, administrators, and commercial advisors, with a plan to migrate to a commercially focused category management function.
Provide a supportive environment where team members strive to provide high quality and timely services, and contribute to a culture championing customer focus, procurement best practice and information sharing.
Establish the services of the PCMG team in alignment with the strategic direction of the Chief Procurement Officer (CPO) and manage implementation and drive achievement of performance metrics to continuously improve and optimise strategic outcomes.
Lead, develop, mentor, and recruit expert procurement resources providing sourcing and commercial and contract management services as it relates to the procurement category.
Lead and deliver value outcomes of capital and/or operational expenditure, and the integration of governance and controls, to drive accountability, probity, consistency, and transparency in a hybrid procurement model.
Actively manage individual and team performance and provide supportive leadership to develop a sustainable and capable procurement workforce.
Educate and support internal customers in procurement and contract management to strategically influence and promote 'best practice' procurement behaviour through networking and presentations to key stakeholders.
Provide expert advice to internal and external stakeholders, committees and boards on procurement, operational and contracting issues.
Proactively lead the implementation of long-term strategies that balance risk with achieving value for money outcomes.
Develop category management strategies and plans.
Prepare high level policy papers, submissions, briefs, and reports on complex procurement and contracts related issues and initiatives.
Adopt project management methodologies to drive and measure procurement outcomes.
Build and sustain internal and external stakeholder relationships including the PCMG extended leadership team, internal stakeholders, suppliers, industry, peer organisations and actively participate in reference groups for relevant Whole of Government and Agency-led initiations.
Promote the Agency, PCMG and its services across various networks within the procurement community, government and within industry for the betterment of PCMG.
