Primary objective
As the team leader of the Application Services team, provide leadership to a team of application developers and analysts in the delivery
and mainframe application development services, and oversee all service requests and change management to ensure that services are
delivered in a timely manner.
Context statement
DCS is a Government Business Division (GBD), which provides information technology services to all NT Government (NTG)
agencies. Within this the Application Services unit provides mainframe business application owners access to expert advice, maintenance
and enhancement services for their business application systems.
Key duties and responsibilities
1. Provide leadership, and be responsible for the Application Services team and the delivery of services.
2. Provide high level investigation, analysis, review and documentation of business functions and processes including the development
of business and functional specifications for agreed changes for agency applications.
3. Be responsible for service request and change management, including liaising with customer.
4. Project Management services covering the coordination of application development services to NT Government agencies.
5. Develop and foster a best practice client service environment within the unit to ensure the highest levels of client service are
maintained.
6. Maintain or implement effective reporting systems on all areas within the position’s responsibility to comply with service requirements
and business plans.
7. Provide a single point of ownership for effective ongoing management of business applications and associated services to customers.
8. Approve and manage the process of migrating application changes in to the production environment.
9. Proactively identify and implement service improvements within the Application Services and maintain the documentation library.
Selection criteria
Essential
1. Demonstrated knowledge and experience in providing a high level of leadership, interpersonal, and communication skills to lead a
team of developers and analysts.
2. Practical experience in business analysis and project management practices including development of requirements documentation
and PMBOK framework.
3. A sound understanding and experience with the use of Release and Change Management frameworks.
4. Well-developed application development skills and a proven understanding of the System Development Life Cycle.
5. Ability to provide high level advice to senior management on development and application issues and changes.
6. Ability to identify and implement process and performance improvements.
7. Highly developed written and oral communication skills including a high standard of writing skills in preparing items such as
submissions, reports, analysis, procedures and compliance documentation, and proven effective client relationship skills and strong
evidence of timely customer responsiveness.
8. Proven ability to manage service requests incidents in a large enterprise and manage stakeholder relationships across a business
environment where competing agendas and priorities exist.
9. Ability to interact effectively with people from diverse cultures.
10. Demonstrated work ethic and attitude, which emulates DCDD values of being professional, accountable, honest, innovative and
respectful.
Desirable
1. Tertiary qualification/s in Information Technology.
2. Qualifications in project management (e.g., Prince 2 or similar) and / or ITIL Foundation Certificate
