Weatherization Program Manager I

JOB SUMMARY: Responsible for the administration and operation of assigned program(s). Manages assigned programs(s) in accordance with applicable regulations, directives and grant agreements.
DUTIES & RESPONSIBILITIES:
  • Supervises, assigns and directs assigned program staff in their areas of responsibility.
  • Maintains cost within budget and expends applicable program funds in accordance with all regulations, directives and grant terms/conditions.
  • Develops and prepares program proposals, grant amendments and budget revisions, as required.
  • Maintains accurate and complete program records.
  • Develops program bid packages for materials, equipment and supplies in accordance with applicable procurement procedures.
  • Acts as Bid Officer. Evaluates bid packages and proposals. Provides the Department Director with recommendations regarding contract awards.
  • Ensures that programs are completed on time and within budget.
  • Monitors program in accordance with standards and procedures established by the granting agency and the Weatherization Department.
  • Provides training and technical assistance as required by the program.
  • May be call upon to participate in agency-wide planning activities.
JOB CONDITIONS:
  • General office environment smoke free building.
  • Heavy daily use of computer and phone.
  • Able to endure work fluctuations, deadlines, and interruptions.
  • Must be able to work long hours during occasional peak periods.
  • Occasional travel to rural Alaska and lower 48 states.
  • Must know proper lifting techniques and be able to lift and carry 50 lbs.
EMPLOYMENT REQUIREMENTS:
  • Valid Alaska Driver’s License. Must provide a copy of current driving record from the Department of Motor Vehicles.
  • Proven ability to work independently and demonstrate initiative and creative problem solving.
  • Agency recommends annual TB screening and physical as part of employee’s personal wellness plan (Recommendation – Not a requirement of this position)
REQUIRED QUALIFICATIONS:
  • BA/BS from an accredited college or university in management, finance or comparable discipline, plus three (3) year; or the equivalent of seven (7) years qualifying professional experience including supervision.
  • Ability to interpret and apply state and federal statues and regulations, and agency policies and procedures.
  • Demonstrated ability to resolve complex staffing, logistical, budgeting and scheduling problems.
  • Working knowledge of project management, including work program development, contract administration and scheduling.
  • Knowledge and experience in construction in; and purchase and delivery of materials to remote Alaska locations.
  • Experience in individual home assessment, final inspection requirements and the State of Alaska Low-Income Weatherization Program requirements.
  • Skill in use of personal computer including word processing, database management, and spreadsheets.
  • Demonstrated effective oral and written communication skills including expertise in cross-cultural communication.
  • Ability and willingness to be self-directed in problem-solving and decision-making while also working effectively as a team member.
PREFERRED QUALIFICATIONS:
  • MA in project management plus one (1) year qualified professional project management experience.
  • Familiarity with Microsoft Office programs.
  • Knowledge of public service programs.
  • Knowledge of safety, environmental and building codes.
Holder of Alaska Residential Contractor Endorsement
