Youth & Community Programs Manager

JOB SUMMARY: Manages Rur AL CAP’s Resilient Alaska Youth (RAY) Ameri Corps Program, VISTA Ameri Corps Program and Youth Tobacco Prevention Program promoting community well-being, positive youth development, capacity building and workforce development opportunities in primarily rural Alaskan communities. Manages program staff, partnerships, budgeting, data collection, reporting, evaluation, promotion and program development. Develops partnerships, assists with funding applications, and maintains grant compliance with existing funding partners. Oversees staff as they recruit, train and support Ameri Corps host organizations and Ameri Corps members primarily serving in rural Alaska (and who are from the communities they serve). Manages youth tobacco prevention initiatives that partner with the RAY Ameri Corps program to support healthy youth development.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
  • Manages Rur AL CAP’s Resilient Alaska Youth (RAY) Ameri Corps and Ameri Corps VISTA service programs, youth tobacco prevention education and partnerships that support these initiatives or other priorities of Rur AL CAP’s Family Services Team. Manages program activities, including staff support; oversees logistical and administrative support for program activities; submits quarterly progress reports and final reports.
  • Conducts recruitment, training, supervision and evaluation of program staff; implements Rur AL CAP policies and procedures; directly supervises program staff and others supporting the service initiatives. Motivates staff through positive role-modeling, mentoring and coaching; fosters team-building and professional development opportunities for staff.
  • Conducts planning and needs assessment with input from community leaders, service recipients, program staff, funding and program partners, evaluators and other rural service providers.
  • Manages the implementation and administration of grants and contracts supporting assigned programs. Represents Rur AL CAP in communications with primary program partners and funders. Oversees the coordination of program activities, including collaboration with program partners, hiring, training and supervision of community-based workers, design of educational materials and training events, ordering and shipment of program supplies.
  • Manages and develops budgets for program funding; approves and monitors expenditures, including travel and the purchase and distribution of program supplies, materials and equipment; develops cost-effective strategies for the best use of program funds. Coordinates with other team leaders and accounting staff to ensure timely and accurate reporting of financial information.
  • Documents program activities; manages the collection of information and prepares reports to meet program reporting requirements; coordinates program evaluation activities and Rur AL CAP reporting requirements, including quarterly board reports, and other funding source reports.
  • Develops new partnerships and prepares funding applications with assistance from the Community Development Director and Development Department. Works with the Community Development Director to design and implement new or expanded projects or programs based on Rur AL CAP’s Strategic Plan, needs assessments, and community feedback. Participates in program-related conferences, networking events and workshop presentations.
  • Manages the production and distribution of technical information, periodic bulletins or newsletters, and other program materials; works with, community leaders, program staff and funding sources to publicize and promote program activities and accomplishments.
  • Creates and maintains effective communication links with funding sources; builds bridges for positive communication within the Family Services Team and other agency staff; fosters strong communication and teamwork among staff; communicates with service recipients with cross-cultural sensitivity and respect.
  • Participates in regular Family Services and Community Development team meetings; strategic planning meetings; and other agency planning and administrative committees, as requested.
  • Performs other duties to support the organization.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time, exempt position. Typical days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or as coordinated with supervisor. Occasional evening and weekend work may be required as job duties demand. Remote work is permitted as appropriate and approved by supervisor.
TRAVEL:
Primarily local during the business day, although some out-of-area and overnight travel may be expected. Occasional travel to rural Alaska.
EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Must be at least 18 years of age.
  • State and federal background checks, including fingerprints, are required.
  • BA plus three years, or seven years related professional experience in program management, rural community development, youth development or related fields.
  • Working knowledge of rural Alaska; ability to travel occasionally to rural program sites.
  • Knowledge of program administration, including grant management, administering budgets, meeting program goals and objectives, collecting data and evaluating outcomes.
  • Experience supervising staff, coordinating training events, communicating with program partners and developing funding applications preferred.
  • Knowledge of leadership techniques, management principles involved in strategic planning, and coordination of people and resources preferred.
  • Demonstrated effective oral and written communication skills.
  • Responsible work ethic with reliable attendance.
  • Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignments with little or no direct supervision while also working effectively as a team member.
  • Demonstrated intermediate level of computer skills necessary to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, Power Point, Publisher, and Outlook.
  • Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
  • Must be able to provide own transportation to meet work schedule requirements.
  • Agency recommends annual TB screening and physical as part of employee’s personal wellness plan. (Recommendation – Not a requirement of this position)
PREFERRED EDUCATION AND EXPERIENCE:
  • MA in related field of study.
  • Experience administering Corporation for National and Community Service programs.
  • Experience in the field of positive youth development.
