This is an exciting opportunity for an experienced and knowledgeable individual to provide personnel expertise for the Department. This Staff Assistant position performs work relating to staff recruitment, retention, and resiliency. This position provides technical assistance relating to personnel matters and employee management, oversees multiple programs for the Department, and assists with the development of and revisions to personnel programs, policies, and reports. This position works closely with all Service Regions and Divisions within the Department, the Office of Human Resource Management, and many other internal and external agency partners.

Responsibilities include but are not limited to:
- Reviews programs, management and policy issues to develop and/or propose personnel-related recommendations and reports.
- Provides technical assistance, personnel expertise and advice regarding personnel hiring and employee management.
- Works with Office of Human Resource Management (OHRM) and Legal on personnel matters as needed.
- Represents DCBS at Personnel Board Hearings, committees and employee mediation sessions.
- Manages Co-Op/intern and apprenticeship programs statewide for the Department ensuring all state and federal guidelines are strictly followed.
- Coordinates all hiring, promotions, reclasses, register requests, or any other personnel-related actions for the Department.
- Coaches and mentors staff in the area of professional development.
- Reviews, analyzes, writes and monitors correspondence for the department regarding personnel issues, actions, and grievances to ensure accuracy and conformity with policies and procedures.
- Oversees internal and external investigations related to personnel issues.
- Manages CAP issues by monitoring hiring trends and holding appointments and denying register requests when necessary.
- Performs other duties as assigned.
The ideal candidate will:
- Demonstrate an ability to interpret, analyze, and apply legislation, statutory and regulatory requirements, including federal and state laws and regulations and agency/departmental policies and procedures to ensure compliance.
- Demonstrate an ability to communicate effectively, both verbally and in writing with internal and external individuals, including staff, leadership, state and federal stakeholders, and others.
- Demonstrate an ability to deal with complex and critical issues and to manage multiple projects or assignments with minimal supervision.
- Comprehensive and working knowledge of state government personnel processes
- Good time management and problem-solving skills
- Demonstrate an ability to plan, organize, and prioritize work.
