Overview The Safety and Suitability Evaluator (SSE) position will be located at the United States Coast Guard (USCG) National Maritime Center (NMC), Safety and Suitability Evaluations Branch (SSEB) located in Martinsburg, WV. The NMC is the implementation body of the Mariner Credentialing Program (MCP) and receives and processes all applications for U.S. Merchant Mariner Credentials (MMC's). The program mission has a significant national and economic impact affecting $5.4 trillion in annual maritime activity. Responsibilities The NMC Safety and Suitability Evaluator (SEE) will be responsible for the evaluation of Mariner applications for the U.S. Coast Guard NMC. They will make recommendations to the Coast Guard and draft appropriate responses regarding the conformance of the following:
Ability to select, analyze and interpret the merchant mariner applicant for safety and suitability using the National Maritime Center (NMC) guidelines and policies, and apply them to applications for a MMC and/or endorsements.
Understanding/Experience interpreting and applying regulatory and policy guidance to evaluate the suitability qualification of applicants.
Proficient in the use of Microsoft Office Suite, including but not limited to Outlook, Word, Excel, Access and Teams.
Proficient in the use of Adobe Pro.
Ability to use multiple complex databases including proprietary programs specific to the Mariner Credentialing Program.
Strong ability to work independently as well as a part of a team.
Qualifications
Minimum High School Diploma/GED.
Must possess minimum 3 years of demonstrated business/office experience.
Able to obtain and maintain Public Trust clearance.
Possess excellent communication skills, both oral and written.
Possess excellent computer skills to include proficiency in MS Office Suite Products and Adobe Professional.
Experience in a time and productivity-based environment.
Experience in reviewing applications/forms for accuracy and completeness, as well as identifying and resolving any deficiencies found therein.
Desired Qualifications:
Experience with receiving and processing safety and suitability for applications in detail that may include Criminal Record review, drug use to verify the applicant's character.
Experience with examination and adjudication of applications, evaluation of applicant biographical information; citizenship and possible Transportation Worker Identification Credential (TWIC) applications.
Public Trust clearance preferred.
