Police Records-Digital Evidence Technician

One Full-time position and one Part-time position are to be filled. This position is open until filled.
Summary
Under the general direction of the Police Records Supervisor, the Police Records/Digital Evidence Technician represents the Police Department as the first point of contact and is responsible for liaising with internal/external customers, as well as providing information related to general inquiries, processing payments, processing police records, managing correspondence, managing the body-worn cameras, secure surveillance and in-car videos, ensure proper data storage and maintain security of all departmental records and other types of evidence collected by the Police Department. This position works with considerable independence, including written and verbal communications that may be complex or confidential in nature.

Essential Duties and Responsibilities:
The below list is intended to illustrate the responsibilities of the position and is not all-encompassing. The Town may change these duties at any time.

  • Reviews and processes Police Department records, files, and databases, to include, but not limited to, processing police reports, creating files with applicable paperwork; entering, retrieving, sealing, expunging, and archiving records as needed, and verifies CCIC/NCIC entries related to reports and cases
  • Provides excellent customer service as the first point of contact for the Police Department, assists residents in-person or by phone to provide services and information, solves routine problems, answers staff questions, and processes routine correspondence, explains digital evidence collection and security procedures to officers, the general public, and other agencies as requested
  • Performs records checks, copies police reports, and mails out requested reports to outside agencies and insurance companies in accordance with established regulations
  • Performs cashier functions using electronic processing equipment; reconciles cash drawer and prepares deposits, provides daily receipting documentation to the Finance department
  • Establishes and maintains traditional and electronic record-keeping systems and complies with all record retention policies of the Town, establishes appropriate procedures and processes to manage digital data in an orderly and compliant fashion
  • Assists with the entry, maintenance, retrieval, sealing, expungement, and archiving of records as needed
  • Serves as the point of contact and internal administrator for the digital evidence management system
  • Determines and troubleshoots unknown video and audio file types utilizing in-house and online resources to determine how to view and run files
  • Responsible for downloading, uploading, and archiving digital data for the department, performs tasks related to converting and properly formatting media from all camera software, catalogs, copies, reproduces, redacts, cuts, dubs, and distributes digital records and evidence media using computer software and web applications in accordance with Department policies and procedures, the CORA & CCJRA, and the Colorado Municipal Records Retention rules and regulations
  • Processes requests from the district attorneys office for case reports, duplicates complete case files of discoverable materials, and fulfills court requests for information pertaining to the docket, responds to requests for materials from investigators, defense attorneys, and the general public in accordance with Department policies and procedures, the CORA & CCJRA, and the Colorado Municipal Records Retention rules and regulations
  • Processes records releases regarding case reports at the request of other law enforcement agencies, Social Services, Department of Health & Human Services, public defenders, defense attorneys, victim advocates, military recruiters, insurance companies, news media, and individuals involved in or related to a case incident, in accordance with department policies and procedures, CORA, CCJRA, and the Colorado Municipal Records Retention rules and regulations
  • Provides support to officers in obtaining information on criminal histories, driving records, vehicle registration, and warrant information, enters CBI-required stolen/recovered property, warrants, vehicles, and other miscellaneous entries into CCIC/NCIC
  • Retrieves case file data for officer review for appearances at court proceedings, extracts detailed evidence obtained from audio and video media sources to assist investigations
  • Processes police impounds and notifies owner via mail, assists in the report approval process in the departments records management system database
  • Processes pet licenses
  • May testify in criminal or civil court or other public hearings to verify the integrity of evidentiary data collected or protocols followed for collection and redaction to authenticate such media
  • Conducts NIBRS validation and entry into the appropriate database
  • Executes the duties of the Police Property & Evidence Technician in their absence
  • May be assigned to manage small-scale projects within scope of authority
  • May assist the municipal court when court is in session; including the collection of payments and other court-related records tasks as needed
  • Establishes and maintains traditional and electronic record-keeping systems and complies with all record retention policies of the Town and in accordance with the Colorado Municipal Records Retention rules and regulations
  • Participates in ongoing training for personal and professional development

  • Knowledge of the Towns rules, regulations, policies, procedures and standard operating procedures

  • Knowledge of and ability to appropriately apply CORA and CCJRA to release police media
  • Working knowledge of police liability issues
  • Knowledge of policies, procedures and precedents pertaining to the retention and release of records to district attorneys or other agencies and the public
  • Ability to communicate effectively, both verbally and in writing, using professional etiquette
  • Ability to maintain confidentiality and exercise a high level of discretion working with sensitive information
  • Specialized knowledge of the equipment and processes involved with body-worn cameras, in-car videos, photographs, and audio files (telephone, radio, and other electronic devices)
  • Ability to work under high stress and exercise good judgment in demanding situations
  • Ability to employ patience and tact in dealing with internal/external customers
  • Ability to establish and maintain effective relationships with peers, superiors, court officials, suspects, witnesses, other law enforcement professionals and the general public
  • Ability to exercise initiative and to make sound, independent judgments

Education and Experience:
  • High school diploma or equivalent (GED) required, Associates degree or Bachelors degree in criminal justice preferred
  • One (1) year of experience in collecting and retaining digital evidence or police records for a law enforcement entity is required
  • Experience with organizational procedures and operating details of police records within a police department is preferred
  • Bilingual in English and Spanish preferred
  • An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be considered

Licenses/Certifications:
  • Valid Colorado Driver License and satisfactory driving record required
  • Must possess or be willing to obtain certification for the Colorado Open Records Act and the Colorado Criminal Justice Records Act within six (6) months of hire
  • Must qualify for FBI certification to access the Criminal Justice Information System; qualification includes no felony conviction of any kind
  • Must be able to pass a thorough background screening, including a polygraph, background examination and fingerprint background through the Colorado Bureau of Investigation (CBI) and the Federal Bureau of Investigation (FBI)
  • Must be a notary public or be willing to obtain within six (6) months of employment, and maintain throughout employment
