Photo/Parking Enforcement Supervisor

Job Summary
This position is responsible for performing difficult professional and administrative work, , and is responsible for overseeing the supervision, operations and administrative duties of the following units: Parking Enforcement Unit, Photo Enforcement Unit, and the Records Management Clerk. This supervisory position is responsible for ensuring and directing compliance, enforcement and problem solving as appropriate in line with the regulations and ordinances relating to parking enforcement, automated traffic enforcement, and the Records Management Clerk. The work requires contacts within the Police Department and other City departments, outside agencies and the general public both supplying and seeking information related to the work and acting as a good will ambassador for the City. This position also involves assignment of additional duties in support of the overall operations of the Police Department. The position mandates an incumbent who must be a versatile and responsible individual with advanced managerial skills able to function within established frameworks to obtain desired results. This position reports to the Administrative Bureau Commander of the Police Department.

Essential Job Functions

    • Responsible for managing and supervising the day-to-day operations of the Parking Enforcement Unit, Photo Enforcement Unit, and Records Management Clerk.
    • Acts as the Speed Monitoring System Program Administrator- acting as the liaison between the City and its Photo Enforcement Vendor, managing the contract and acting as program manager overseeing the implementation of new speed monitoring equipment.
    • Acts as liaison between the City and its Parking Enforcement Vendor, managing the contract and acting as program manager overseeing the implementation of new parking enforcement equipment.
    • Plans, organizes, schedules, assigns, and directs the work of employees.
    • Reviews all daily activities and enforcement completed by assigned personnel. If errors are made or information is missing, ensure the information is obtained and errors are corrected.
    • Directs the operations and activities of assigned divisions to achieve all goals and objects while ensuring continuity and timely operations.
    • Analyzes and reviews existing or proposed policies and procedures for feasibility and clarity and recommends changes as necessary to improve departmental efficiencies.
    • Monitors appraisal and control systems to determine the level of performance of the employees under their control, the accomplishment of the Department’s goals and objectives, adherence to law, policy and procedure, and the proper identification and resolution of problems.
    • Conducts employee performance evaluations.
    • Meets with subordinates to discuss means of maintaining or enhancing effective operations as well as ensuring personnel’s performance is prompt, effective and courteous.
    • Reviews time and attendance records to include leave and schedule adjustment requests, while ensuring that appropriate staffing levels are maintained.
    • Answers public inquiries and accepts and investigates complaints from community members, readily responding to inquiries in a timely and professional manner.
    • Makes effective recommendations regarding hiring
    • Assists community members and others by providing information about photo enforcement and parking enforcement units related ordinances and regulations, fines, and other information as required and/or requested.
    • Prepares both routine and non-routine reports and administrative documents as required and requested, including Mayor and Council staff reports.
    • Attends meetings held throughout the City, gives oral presentations and deals with any issues raised.
    • Maintains a high level of professional competency and a model standard of conduct.
    • Serves as a police department representative while interacting with other departments, outside agencies, community groups, members of the public and other stakeholders.
    • Maintains relationships with outside contractors for photo and parking enforcement functions, providing documentation regarding any equipment maintenance issues and logistical needs of the department as well as negotiating and enforcing contracts.
    • Acts as a liaison between the City of Rockville the District and Circuit Courts and other law enforcement agencies.
    • Prepares case records, presents information and testifies at court hearings as required.
    • Confirms photo enforcement violations and determines whether the images meet the standard for the issuance of a citation.
    • Conducts inspectional assignment's out in the field of automated traffic enforcement equipment and parking enforcement equipment
    • Operates and monitors automated traffic enforcement equipment
    • Performs other duties as assigned at the discretion of the Administrative Bureau Commander and Office of the Chief of Police.

Qualifications

Education and Experience:
Bachelor’s degree from an accredited university or college; plus three (3) years of progressively responsible work with analytical and customer service involved; or any equivalent combination of education and experience. Three (3) years of experience in a supervisory position is preferred.
Special Qualifications:
Possession of an appropriate valid driver’s license. Must pass a background investigation.


Knowledge, Skills, and Abilities

    • Knowledge of applicable Maryland State traffic laws and applicable regulations and ordinances as it relates to, automated traffic enforcement and parking enforcement
    • Ability to operate a motor vehicle
    • Knowledge of appropriate case preparation policies and court rules as they apply to testimony and the introduction of evidence.
    • Knowledge of applicable laws and procedures regarding the use and dissemination of motor vehicle, automated enforcement parking enforcement and records management information.
    • Knowledge of and ability to operate computer systems.
    • Ability to communicate clearly and effectively orally and in writing.
    • Skill in good customer relations.
    • Ability to supervise and evaluate the work of others.
    • Ability to appear in court as required and effectively testifies.
    • Ability to analyze and interpret information and reach sound conclusions.
    • Ability to understand and value differences in employees and value input from others.
    • Ability to produce desired work outcomes including quality, quantity and timeliness.
    • Treat all persons, regardless of culture, race, gender, sexual orientation or socioeconomic status courteously and with dignity and respect.
    • Ability to handle and resolve problems with tact, and good judgment.
