The mission of the Office of the Secretary of State is to administer elections and government ethics in accordance with state and federal law and to maintain and provide access to the laws, official acts, and other instruments vital to the efficient operation of state government. It is also the mission of the Secretary of State to file and maintain records vital to the interests of commerce and industry.

The Information Technology (IT) Division endeavors to support this mission by hosting, maintaining, and operating the information systems that are used by our two main business units, as well as those used to meet internal SOS needs. Our reasonably small staff primarily works with Microsoft technologies to deliver needed IT services.

Why does the job exist?

The IT Project Manager II is an expansion position that will serve as a Project Manager for the IT Division of the SOS to define, execute, and oversee technology-based initiatives of medium size and complexity to support the mission and objectives of the Secretary of State.
How does it get done?

The IT Project Manager II is responsible for the planning, oversight, coordination, and implementation of IT projects for the SOS within defined time and budget constraints. Operating with significant independence, the IT Project Manager II will:

Manage IT project execution including project scope, budget, and risks, while keeping projects on schedule, collaborate with project stakeholders and lead project initiation activities including evaluation of compliance or regulatory requirements, project scope definition, business case development and project approach, lead project teams to plan projects including their feasibility, resource needs, budget, and schedule and document the project plan, manage and collaborate with vendors and vendor project managers to ensure successful project outcomes, choose and adapt appropriate project management tools and methodologies to ensure consistent, high-quality project results and reporting, create recurring project reports and inform management regarding potential problems, lead and facilitate problem solving and develop recommendations for best solutions, prepare documentation and present to oversight committees or stakeholders as needed for assigned projects, and for projects with a steering committee, chair the committee and prepare agendas for meetings, contribute to quality improvement of project processes and solution delivery.

The primary first-line customers are the Chief and Deputy Chief Information Officers. Managed projects, however, will often be to support one of the SOS's business units or internal staff.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Substitutions Apply. See Substitution Table below. CAPM/PMI-ACP certification may be substituted for one year of experience. PMP/Pg MP certification may be substituted for two year of experience.
Employment Requirements

Must possess and maintain a valid Driver's License and must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
