Clackamas Community College (CCC) seeks to hire a Human Resources Business Partner - Talent Acquisition [full-time] administrative professional position. JOB OBJECTIVES

:

The Human Resources Business Partner, Talent Acquisition, supports the College's strategic and operational objectives in the following way: Perform a variety of responsible, confidential, technical and analytical activities in support of the College's talent acquisition programs to meet organizational staffing goals. Ensure processes are fair, equitable and in accordance with best practices for diversity, equity and inclusion; develop innovative sourcing, recruitment strategies and outreach programs; collaborate with hiring managers on recruitment plans and timelines; administer the College's applicant tracking software; develop workforce measures, metrics and reports; initiate process improvements as needed; support search committees; and provide confidential assistance to the Chief Human Resource Officer and Director of Human Resources, including participating in activities related to collective bargaining. In this context, the incumbent in this position will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant goals, concepts, initiatives, and other activities that affect Clackamas Community College, its employees, students and the people that it serves.

ESSENTIAL JOB FUNCTIONS

:

1. Talent Acquisition (70% of time)
  • Develop innovative sourcing, recruitment strategies and outreach programs to attract diverse, qualified candidates. Establish and maintain partnerships with internal resources and community partners in support of outreach efforts; and contact community services, colleges, employment agencies, recruiters, media, and internet sites as needed to source candidates. Design and disseminate recruitment materials highlighting the benefits of working at the College to attract job applicants.
  • Collaborate with hiring managers on talent acquisition plans and timelines; create job ads and announcements and place with vendors by established deadlines; disseminate notice of open positions to established and/or recruitment-specific lists both internal and external to the College. Partner with the Website team to maintain the "Career Opportunities" section of the College website.
  • Provide support to search committees as requested and/or needed. Assist selection committees in the creation of candidate assessment processes that accurately evaluate candidate qualifications in accordance with the required qualifications in the job description. Prepare and/or review interview questions; assist in the development of scoring mechanisms and skills assessments; and ensure candidates understand job requirements, assessments and expectations. Facilitate and/or participate in job interviews; proctor assessment activities; and coordinate scheduling of interviews and related logistics. Respond to employee and applicant inquiries as needed.
  • Oversee, administer, customize, maintain and troubleshoot applicant tracking technology systems. Develop/revise workflow and internal procedures to meet College needs and adapt to evolving employment laws. Ensure that positions are opened and closed in a timely manner. Utilize system to screen applications for minimum qualifications to develop a pool of qualified candidates.
  • Develop workforce measures, metrics and reports by tracking and analyzing applicant sourcing, and selection data. Evaluate and report on sourcing efficacy; recommend and initiate activities to respond to trends and continuously improve processes; maintain accurate applicant and recruitment electronic systems and databases to produce consistent, timely and accurate reports.
  • Coordinate Coordinate candidate offer activities. Prepare salary analysis for finalist candidate coordinating with HR Business Partner Compensation, Classification and Benefits and the Director of Human Resources to ensure pay equity; draft offer letter; ensure new hires complete necessary paperwork according to established deadlines.
  • Ensure a positive candidate experience by maintaining continuous communication, providing timely feedback. Coordinate new hire employee processes with the HR Coordinator to ensure a smooth onboarding experience for new employees
  • Establish employee information records; provide timely and accurate input into HR systems.
  • Collect, manage and maintain recruitment and selection files in accordance with employment laws and College policy.
  • Compose and distribute weekly talent acquisition report.
  • Travel to job fairs and hiring events to advertise and market CCC jobs/benefits and opportunities.

. Process Improvement and Training and Development (15% of time)
  • Conduct thorough assessments of existing recruitment processes to identify areas for improvement. Collaborate with cross-functional teams to identify and address bottlenecks in the hiring process; and develop and implement strategies to streamline and automate recruitment workflows, reducing time-to-hire and enhancing candidate experience
  • Develop and deliver learning opportunities for managers and employees on all aspects of recruitment and selection including but not limited to: identifying and addressing implicit bias in hiring practices, applicant review and assessment, interviewing practices and how to complete reference checks.
  • Provide training and assistance for the online applicant tracking system for job applicants, employees, managers and supervisors.
  • Create and maintain learning materials and manuals.


3. DEI Initiatives (15%)
  • Advocate for and ensure talent acquisition processes and practices demonstrate diversity, equity and inclusion best practices; act as resource for managers, supervisors and employees on DEI best practice for all talent acquisition processes.
  • Participate in DEI workgroups and subcommittees focused on DEI in talent acquisition processes; implement DEI committee recommendations to ensure continuous improvement of these processes.

Qualifications


REQUIRED QUALIFICATIONS:
Bachelor's degree in Business, Human Resources, Finance, or a related field AND three years' relevant work experience OR any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.


    PREFERRED QUAILIFICATIONS:
    • Proficient using the NEOGOV HRIS Insight/OHC system to manage for recruitment and applicant tracking.
    • Experience with full life-cycle recruiting.
    • Demonstrated knowledge of talent acquisition best practices.
    • Ability to think creatively and innovatively in developing, implementing and automating recruitment processes and strategies.
    • Thorough knowledge of employment law standards, including Equal Employment Opportunity (EEO), Department of Labor regulations, and Affirmative Action requirements.
    • Knowledge of practices and methods to ensure confidentiality of sensitive employee information.
    • Strong verbal and written communication skills, coupled with effective listening abilities.
    • Ability to work effectively in a team environment, adapt to changing priorities, and manage frequent interruptions.


    KNOWLEDGE OF:
    • Employment laws, regulations, policies and procedures governing Clackamas Community College's human resources program;
    • Computer based human resources information system (HRIS) programs and recruitment and applicant tracking systems;
    • Microsoft Office programs including Word and Excel;
    • Policies, practices and procedures mandated by the College's collective bargaining agreements;
    • Research methods and data analysis techniques;
    • Principles and procedures of record keeping;
    • Principles and practices of customer service;
    • Methods and techniques of public relations;
    • Principles and practices of sound business communication; correct English usage including spelling, grammar and punctuation;

    ABILITY TO:
    • Build and sustain collaborative work relationships both inside and outside the College;
    • Individually manage a high volume of open recruitments;
    • Exercise tact and diplomacy in dealing with sensitive, complex and confidential human resource issues and employee situations;
    • Analyze data and reach conclusions that are supported by the data in order to measure results, indicate trends and provide meaningful information for use in bargaining;
    • Aptitude and interest necessary to further develop knowledge and abilities.

    WORKING CONDITIONS:

    The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to move materials weighing up to five pounds on a regular basis. Infrequently, moving materials weighing up to 25 pounds may be required. Manual dexterity and coordination are required more than 50% of the work period while operating equipment such as computers and other standard office equipment.

    SUPERVISORY RESPONSIBILITIES

    :

    Supervision of others is not a typical function assigned to this position. However, this position will assign work to, provide training and orientation to, and monitor the tasks/projects of part-time employees and/or student workers.

    SUPERVISION RECEIVED

    :

    Works under the general supervision of the Director of Human Resources Operations. General guidelines and SOPs, state and federal rules/regulations, union contracts, and established College policies dictate actions.

    • This role is eligible to work remote 2-days a week once the initial onboarding and training has taken place.
