Child Welfare Deputy Division Administrator

The Division of Youth Safety & Permanency (YSP) is seeking a Deputy Division Administrator to oversee the statewide Child Welfare Field Operation offices. This position will report directly to the YSP Administrator and will need to work out of our central office in downtown Boise. The incumbent will be responsible for managing staff and program operations including budget and grants/contracts, as well as directing strategic planning efforts for Child Welfare. This position will help establish program goals and priorities, and will review and conduct analysis of related Child Welfare laws and regulations to determine fiscal, operational, and program impact. This position requires considerable knowledge and experience regarding child welfare systems, gained by a bachelor’s degree or higher in social work, psychology, or other social services field AND at least three years of experience working in the child welfare field.
The Idaho Department of Health & Welfare is a drug-free workplace. EXAMPLE OF DUTIES:

  • Provide program consultation and coordination of program activities with other Department units, agencies, providers and client groups to ensure program effectiveness.
  • Recommend and direct the development, implementation and interpretation of Child Welfare legislation, rules, policies and guidelines.
  • Advise on Child Welfare program direction and organizational decisions based on program performance and data analysis.
  • Oversee the tracking and reporting of program performance and ensure measures comply with state and federal law.
  • Oversee the management of Child Welfare communication.
  • Oversee the management of Child Welfare contractor performance.
  • Coordinate audit activity (federal, state and internal) for Child Welfare Field Offices.
  • Implement and monitor effective statewide workload standards.
  • Oversee congregate care reporting and placements.
MINIMUM QUALIFICATIONS:

Experience:

  • Managing professional staff. Typically gained through approximately three years' experience where you were responsible for all five elements of management (planning, organizing, staffing, directing and controlling) and directing and evaluating performance of professional staff.
  • Analyzing management and program problems, identifying alternatives and recommending and implementing solutions. Typically gained through at least three years experience as a manager, supervisor or professional staff member performing these activities.
  • Preparing and making presentations to groups. Typically gained through one year experience researching, compiling and organizing information and making presentations about the information to groups in a business setting; topics may be informational, technical or behavioral.


Preferred Qualifications: This experience is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Good knowledge of organizational change. Typically gained by at least one year of experience managing change in an organization, including organizational design and evaluation.
  • Experience managing budgets with state and federal funding sources. Typically gained by at least two years of experience as a manager, supervisor, or professional staff member performing this activity.
