The incumbent will play a crucial role in oversight and efficiency of congregate care placements statewide. The ideal candidate should have a high knowledge of the processes and procedures mandated for these placements including government funding streams. Key work is the development of collaborative relationships with community officials, groups, other agencies, and advisory boards on special programming needs. The incumbent will respond to emergency situations and some travel and on-call time may be required. This position will report directly to the Youth Safety & Permanency (YSP)Administrator and will need to be able to work out of our Boise Central Office location. EXAMPLE OF DUTIES:
Plans, organizes, staffs, directs, and controls the statewide placement of youth in congregate care.
Authorizes appropriate placement of youth based on assessment and determination of risk and needs and other relevant factors.
Monitors and evaluates placements.
Analyzes system processes and functions to ensure safe and efficient use of staff and resources.
Maintains working knowledge of available placement options and available external and internal expertise.
Hires, trains, and evaluates staff.
Develops policy and procedure.
Recommend, monitor and control placement budget, and determine fiscal impact for routine as well as difficult placements.
MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Good knowledge of management practices. Typically gained by completion of at least two, three-credit college level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning, and Staffing) AND at least two years of experience in a supervisor/management role for professional staff OR at least three years of experience managing a major program and providing leadership of professional staff.
Experience developing and administering policies, procedures and a program budget. Typically gained by experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts, and/or working with personnel, operating, and capital budget, typically for a period of at least two years.
Experience implementing organizational change within a service delivery program. Typically gained by at least two years of experience in a management, supervisory, or consulting role implementing projects to meet special needs, incorporating tasks, and methods to implement change.
Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained by at least one year of experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.
Experience preparing and presenting oral presentations to groups. Typically gained by at least one year of experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.
