Cashier

Position Summary
Under supervision, perform clerical, cashier and customer service work in processing utility bills and parking violations; receive and disburse money; use electronic scanners, cash registers, or related equipment; process credit or debit card transactions and validate checks; and perform other duties as assigned. Duties include receiving payment and posting amount to customer's account, preparing statements, initiating and ending service, processing water disconnection due to non-payment of bills, and preparing daily bank deposits. An important component of this position is to work as part of an internal team to create a more data-driven, high-performance organization focusing on outcomes, which includes cross-departmental cooperation and integration using performance measurement and evaluation which leads to an equitable community of choice. While the Finance Department supports the work of all the City departments and divisions, it also plays a role in supporting external partnerships through the City departments and divisions and directly where appropriate.

DISTINGUSHING FEATURES OF THE CLASS: Performs clerical, cashier and customer service work involving the application of cash management and accounting principles. Employees in this class work with clearly established billing and accounting systems and procedures. The employee in this class reports to the Utility Billing Supervisor. Work is reviewed by the Utility Billing Supervisor through reports, meetings, and results achieved.


Job Duties

  • Reconcile financial transactions.
  • Process transactions.
  • Explain technical service information to customers.
  • Answer customer questions about services; and emails and telephones to direct calls or provide information. Calculate costs of services.
  • Maintain customer account information; and records of business transactions. Provide customers with general information or assistance.
  • Issue money, credit, or vouchers.
  • Greet customers, patrons, or visitors. Clean work areas.
  • Interact with customers and the general public.
  • Assist utility customers and the general public; in daily balancing; with final billings and billing adjustments; with beginning and ending service and with applying postage to mail.
  • Receive and process payments.
  • Prepare daily bank deposits.
  • Administer the petty cash fund.
  • Record changes in residence and/or ownership of properties for utility service. Resolve customer complaints.
  • Initiate and terminate utility service. Post utility payments.
  • Prepare notices and work orders and collection lists. Respond to questions and service requests.
  • Participate in the City’s Intercultural Competency training and program.


KNOWLEDGE, SKILLS AND ABILITIES: Customer Service Orientation - Knowledge of principles and processes for providing customer service including looking for ways to help people, assessing customer needs, meeting quality standards for services, and evaluating customer satisfaction..
Bookkeeping and Cash Collection Practices- Knowledge of basic mathematics, specialized computer accounting software, spreadsheets, and databases, attention to detail, and best practices for cash control..
  • Active Listening - Listening to others, not interrupting, and asking good questions.
  • Learning Strategies - Using the best training or teaching strategies for learning new things.
  • Deductive and Inductive Reasoning - Coming up with general rules and answers from lots of detailed information and using them to solve problems.
  • Computer Operation – Knowledge of computer operation with the skill and ability to enter and retrieve information using the appropriate software.

Qualifications
MINIMUM QUALIFICATIONS:

  • Possession of a high school diploma or its equivalent; and
  • Experience in general office work, customer service or data entry; or
  • An equivalent combination of education and experience.

PREFERRED QUALIFICATIONS:
  • Experience working with a diverse workforce and population.
  • Experience in bookkeeping or accounting, or relevant related field.

Supplemental Information
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practicable after appointment, but within two years of appointment.
