Job Summary

This position is responsible for overseeing and coordinating professional program administration for DEED's state and federally funded broadband grant projects. Key duties include providing consultation, training, and technical guidance, as well as ensuring compliance with state and federal permitting laws and regulations. The role involves collaborating with agencies such as Minnesota Department of Transportation (Mn DOT), State Historical Preservation Office (SHPO), Office of State Archeologist (OSA), Department of Natural Resources (DNR), and Tribal Historic Preservation Offices. The position will provide coordination and technical assistance to consultants, project leaders, and staff, while also developing and conducting training sessions on program administration. Additionally, the incumbent will review project submittals, participate in project consultation meetings, and make recommendations on eligibility and compliance with federal and state requirements for broadband projects funded through Broadband Equity, Access and Deployment (BEAD) and state Border to Border programs.
This position is telework eligible and is occasionally required to be on-site at an office listed below and DEED Headquarters - St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.
This position will include statewide and national travel.

Qualifications

Minimum Qualifications

Four (4) years of experience in overseeing, managing and coordinating programs, providing expert advice and consultation, offering training on state and federal laws, and ensuring compliance with permitting and land use regulations in the context of state and federal requirements.
OR
Bachelor's degree in land use, environmental science, archaeology, or other closely related field as determined by the agency and three (3) years of experience overseeing, managing and coordinating programs, providing expert advice and consultation, offering training on state and federal laws, and ensuring compliance with permitting and land use regulations in the context of state and federal requirements.
Applicants that meet the above minimum qualification will be further evaluated on the following:
  • Experience in National Environmental Policy Act (NEPA), Federal 106 reviews
  • Experience with project management
  • Experience handling multiple tasks at once and maintaining organization
  • Experience applying and/or interpreting State and Federal environmental land use and permitting laws
  • Experience interpreting, communicating, and applying complex state statutes or federal laws to division/program-level work
  • Incumbent must maintain valid driver's license and insurance OR have other reliable transportation
Preferred Qualifications
  • Bachelor's degree or higher in land use, environmental science, archaeology, or other closely related field as determined by the agency
  • Meet the Secretary of Interior's Professional Qualifications Standard as an archeologist and/or historian
  • Knowledge of administering grants-in-aid programs for historic preservation
