Job Summary

The Electronic Visit Verification (“EVV) is a federally-mandated program that requires electronic verification of personal care assistance and home health visits that take place in the community. Minnesota’s EVV system will be provided by a third-party vendor, who will work in close collaboration with staff from the Disability Services Division, Office of Inspector General, and other DHS business areas to ensure effective implementation of EVV without disrupting services for Minnesotan’s.
The electronic visit verification (“EVV”) quality assurance and improvement specialist will:
  • Work to demonstrate quality assurance and improvement in the EVV project, as well as broader HCBS delivered through Minnesota’s state and waiver plans
  • Ensure the electronic visit verification for all in home personal care and home health services
  • Provide proactive provider technical assistance and supports, and complaint response in coordination with the EVV vendor, managed care organizations, and provider agencies
  • Coordinate oversight and investigation of provider performance or service issues that may rise to non-compliance with the Minnesota Health Care Programs (MHCP) provider agreement, fraud/ waste/abuse, or alternate integrity challenges

This position works collaboratively with the selected EVV vendor, Divisions across the State including Office of Inspector General, Aging and Adult Services, MNIT, Provider Enrollment, providers of services, and people that use services to ensure successful implementation of EVV across Minnesota.

Qualifications

Minimum Qualifications
3 years professional experience working with human services programs infrastructures and technical solutions/processes that support service delivery systems. Experience must demonstrate the following:
  • Information Technology program management skills to monitor and track results, track and anlyze data from Software as a Service (Saa S) vendor solutions;
  • Understanding of EVV data relationship to various software programs e.g., MMIS, MAXIS, PRISM, SSIS, MEC2 programs;
  • Baseline understanding of Minnesota’s current health care and social service policy, purchasing, payment and delivery infrastructures and associated IT systems;
  • Knowledge of data analysis and configuration skills to document business functions, identify business dependencies, develop processes, and track key performance indicators;
  • Familiarity with the 21st Century Cures Act which includes the EVV requirements.
Bachelor’s Degree in Human Services, Information Technology, Public Health or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Information Technology, Public Health or related field may substitute for 2 years of experience
Preferred Qualifications
  • Familiar with the organizational structures of and respective roles of Department of Human Services (DHS) and Minnesota Information Technology Services at DHS or has comparable business-IT relationships understanding
  • Experience working at a provider for personal care services or home health services
  • Understands, is able to simplify and communicate complex data and policy information along with instructions
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
