Job Purpose
The Head of Technical Services (Research Labs Services) plays a lead role in the successful implementation and delivery of the College of Science and Engineering (Co SE) strategy, policies, and objectives to fully achieve key University/College/School goals, specifically in relation to Research Excellence, and deliver improvements evidenced by internal and external measures. The post holder will make significant contributions to shaping the long-term strategic direction of the Co SE Technical Services, in partnership with senior leaders across the College and Schools. The Head of Technical Services for Research Labs Services is responsible for the technical and operational support to all research laboratories in the College of Science and Engineering, managing the provision of a wide variety of technical and operational competence in the biological, instrumentation, geochemistry, chemistry and material fields. The role reports to the Director of Technical Services and has responsibility to the Heads of School to support the development and delivery of the School's strategies and business needs.
Main Duties and Responsibilities
1. Working as part of the Technical Services Executive and in very close collaboration with Schools Executive Groups, the postholder will make significant contributions to the development and delivery of the College and Schools strategy, in line with the College and University's strategic objectives, evidenced by internal and external measures including KPIs and targets.
2. Lead, manage, evaluate and develop the technical and operational support functions and structures across the College to secure effective delivery of the Schools’ priorities and ensure KPI target delivery in relation to world leading research environment and outcomes. The role will provide significant leadership in medium to long-term resource planning to determine, deliver and sustain the long-term structure and capability of technical services within the College, aligned to and contributing to College/University level changes as appropriate.
3. Lead, manage and develop a large team of skilled operational, technical and specialist staff through cohesive and collaborative working to ensure the provision of a world changing technical service, principally in Research labs, across the College. In doing so promote a continuous improvement approach and high levels of staff engagement, ensuring that staff apply appropriate professional standards and demonstrate a culture of ownership and accountability to ensure the delivery of excellent, customer focussed services.
4. Lead the provision of expert guidance across the University as one of the University’s leading functional experts.
5. Lead horizon scanning for Technical Services provision to future proof performance sustainability within an increasingly competitive HE environment. This will involve regular reporting on potential changes to the operating model and strategic positioning of Technical Services, for School and College consideration.
6. Lead contributor on behalf of the Schools/College towards the financial planning process for Technical Services e.g. strategic investment and operational budget setting over next 5 year-period; overview of annual operational expenditure.
7. Overall responsibility for a significant number of complex and collaborative projects to ensure each project is managed and delivered to time and budget to support world leading research.
8. Make a significant expert contribution to major funding bids and related activities and attain independent funding for research focused roles.
9. The postholder will work with senior academic colleagues to optimise resources and their impact to deliver improvement in KPI and to develop and manage external partnerships and networks to enhance the College and Schools reputation at local, national, and international levels.
10. To ensure the highest level of quality for all direct service activities as well as effective compliance on behalf of the schools with the relevant University's governance framework sourcing appropriate support from specialist/professional colleagues across the institution as required.
11. In partnership with senior colleagues, the postholder will develop and implement a robust framework to manage Health & Safety, support compliance with relevant accreditation bodies and quality assurance processes.
12. Work collaboratively with others, including within the wider College/School/Group and University where relevant with external contacts, to enhance the delivery of the service/research/teaching aims, promote the technical community and support the broader strategic aims of the University, including for the Technician Commitment https://www.gla.ac.uk/myglasgow/staff/technicians/ and other UK-wide initiatives.
13. Undertake other duties as are assigned by the College Director of Technical Services and Heads of School.

Essential
A1 Ability to demonstrate the necessary strategic competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and leadership experience in a similar or number of different specialist roles. OR Scottish Credit and Qualification Framework level 9, 10 or 11 (Honours Degree, Post Graduate Qualification) or equivalent, including being professionally qualified in a relevant discipline, with a broad range of professional experience in a similar management role.
A2 Deep conceptual understanding of specialist areas outlined within the job purpose with the ability to transfer this knowledge to benefit research and/or teaching.
A3 Understanding of relevant health and safety policies and procedures relative to the role, the active management of risks and the quality outputs and standards required.
A4 Highly developed knowledge of the principles, theory and practice of field of work (research technical support) as well as an awareness of broader developments relevant to own work area.
A5 Well-developed knowledge of systems/services for own work area and across other functional units and how they inter-relate.
A6 Knowledge of governance and business processes in a large complex organisation.
A7 Broad knowledge of business analytics and financial management within a budgetary control framework with experience of managing and controlling budgets/resources/funding.

Terms and Conditions
Salary will be Grade 9, £58,596 - £65,814 per annum.
This post is full time (35 hours per week) and open ended (permanent).
