Head of People

We are seeking a strategic leader and HR expert to join our team as the Head of people. In this role, you will lead our small People/HR team and collaborate with leaders across the ICB to provide high-quality HR advice and support throughout the employee lifecycle.

Key Responsibilities include delivering the People & OD strategy and measuring progress through regular, clear reporting; Utilising people analytics and insights to drive recommendations, decision-making and improve organisational efficiency and performance; Deputising for the Chief People Officer including senior management meetings; Working collaboratively with senior colleagues across the ICB to deliver a professional responsive, and inclusive People service.

Requirements: Proven experience as a strategic leader in HR; Expertise in HR practices and employee lifecycle management; Strong analytical skills; Excellent communication and collaborative abilities.

  • Ensure day to day leadership and management of the People/HR team and work in partnership with other Workforce colleagues.
  • Support recruitment, retention and stability through effective workforce planning, aligned to current and future skills needs, working effectively within budget
  • Ensure the delivery of a high quality, effective and cost-effective people service, with a strong focus on collaboration and building leadership and management capability.
  • Ensure robust processes are in place for recruitment and retention and establishment control.
  • Lead the development of the HRBP team, to enable effective facilitation of change and transformation.
  • Support the Chief People Officer in providing a senior business partnering service to the Executive team
  • Develop workforce benchmarks and key performance indicators.
  • Support the Chief People Officer, in regularly preparing clear workforce reports for the Senior Management Team meetings. Reports will reflect workforce intelligence, analytics and insight to drive recommendations, the business and financial management of the ICB. You may be required at times to present at these meetings.
NHS South West London Integrated Care Board (ICB), as part of South West London Integrated Care System (ICS), is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our six boroughs: Croydon, Merton, Kingston, Richmond, Sutton, and Wandsworth.

Each ICS consists of two statutory elements:
an Integrated Care Board, bringing the NHS together with its partners locally to improve health and care services.
an Integrated Care Partnership (ICP): the broad alliance of organisations and representatives concerned with improving the care, health, and wellbeing of the population, jointly convened by the ICB and local authorities in the area.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs):

to improve outcomes in population health and healthcare.
tackle inequalities in outcomes, experience, and access.
enhance productivity and value for money and,
help the NHS support broader social and economic development.

This post will be responsible for the delivery of the ICB’s People strategy, the provision of the high-quality HR advice to managers and staff on all areas of the employee lifecycle.

Support the development, implementation and delivery of wider programmes relating to recruitment & retention, talent management & succession planning, employment engagement & wellbeing, learning & development and so on.

This post will also act as the ICB’s main legal adviser contact on employment matters ensuring a ‘Just Culture’ with a consistent approach that recognises the uniqueness each person and situation brings.

Manage a busy and dynamic People function ensuring a collaborative working environment with other Workforce colleagues and other colleagues across the ICB as well as staff side (Trade Union).

Support the Chief People Officer in providing a senior business partnering service and regularly preparing clear workforce reports (workforce intelligence) to the Executive team and meetings. Lead on key workforce projects internally and contribute to wider ICS (system) programmes.

Effectively manage identified workforce budgets and service contracts such as occupational health & wellbeing, payroll, recruitment services and so on.

Lead and foster a compassionate and inclusive work environment by role modelling behaviours that drive positive change.

Ensure robust HR policies, procedures and processes are in place and remain that they remain relevant, accessible, and up to date with legislative/national requirement to support workforce challenges.

The post holder will be required to maintain constructive relationships with a wide range of senior internal and external stakeholders.
