Duties
As a Human Resources Advisor, you will provide guidance and advice to managers and supervisors on all aspects of human resources management, with a focus on staffing, labour relations, disability management, and classification.
You will lead all aspects of staffing for the Field Unit, including helping hiring managers prepare statements of qualifications, preparing evaluation material, participating in the evaluation of candidates (screening candidates, marking exams and sitting on interview board), participating in job fairs, preparing and coordinating hiring timelines, etc.
You will also support managers and supervisors in interpreting the collective agreement and preparing classification requests.

Work environment
Kouchibouguac National Park Reserve is located in the Northumberland Strait, along the eastern coast of New Brunswick. Spanning an area of 238 square kilometres, the park protects and presents a spectacular and dynamic coastline comprised of sandy barrier islands, estuarine lagoons, tidal rivers, salt marshes, forests and bogs, as well as freshwater lakes, streams and rivers. -
Fundy National Park encompasses 20 kilometres of dramatic shoreline along the Bay of Fundy in New Brunswick, famous for having the world’s highest tides. Twice a day, up to 12 metres of water or more rush in and out, roughly equivalent to the height of a four-floor building.

Intent of the process
The results from this competition will be used to fill acting or term positions at both Kouchibouguac National Park and Fundy National Park until September 2025. Possible work locations are Alma, Kouchibouguac and Moncton, NB.

This process may be used to create a list of qualified candidates to staff similar positions with various tenures in the same or other parts of the country.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed;
Or
Graduation with a degree from a recognized post-secondary institution and acceptable experience in human resources.
OR
We encourage candidates who do not have the required degree or certification to apply as an acceptable combination of education, training, and/or experience that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed may be considered on an exceptional basis. This alternative may be applied to meet Parks Canada diversity goals, to support career advancement for Parks Canada employees working within the HR function, or for processes with limited candidate pools.

Grandparenting Clause:
Indeterminate and term incumbents of positions in the PE group in Parks Canada Agency and the Public Service on or before October 3, 2008, and who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.

Degree equivalency
EXPERIENCE
  • Experience in providing strategic advice, options and recommendations in a human resources discipline.
  • Experience in researching and enforcing legislation, regulations or policies related to human resources management.
  • Significant* experience in providing services to clients within a human resources environment.
  • Significant is defines as minimum of 2 years.

Bilingual - Imperative (BBB/BBB)
Parks Canada, as required by the Official Languages Act, provides services to visitors in English and French. This position must obtain intermediate level (BBB) evaluation results in reading, writing and speaking in their second language (English or French) prior to hiring.
