Primary objective

To manage the operations of the Northern Territory Legal Services List (NTLSL) to obtain outsourced legal services for the

Northern Territory Government as well as manage internal legal services requests. The Manager also provides high-level advice, systems

support and quality assurance across the Legal Services Division.

Key duties and responsibilities

1. Manage the Northern Territory Legal Services List (NTLSL) to obtain outsourced legal services for the Northern Territory Government

including overseeing the appointment of separate representatives for children in need of care and ensuring that the appointed

representative undertakes these responsibilities in accordance with legislation.

2. Allocate requests for legal services from client agencies to the appropriate legal service provider being conscious of and informed

about sensitive and whole-of-government issues.

3. Ensure private legal firms comply with the terms and conditions of the NTLSL Deed.

4. Manage the evaluation process to monitor performance and service quality of the NTLSL Participants by the client agencies.

5. Encourage effective relationships with client agencies, legal firms and practitioners offering mediation when necessary.

6. Monitor and review business processes of the Work Unit to ensure good timeframes are met and efficiencies are identified and

maintained.

7. Ensure systems and procedures are in place to facilitate the collection of statistical information relating to outsourced legal services

and the ability to provide detailed reports.

Selection criteria

Essential

1. Detailed knowledge of procurement in a legal setting, being thoroughly conversant with the principles and procedures and how to

apply these to the position.

2. Proven organisational skills including ability to manage time, meet deadlines, show adaptability and flexibility, and manage stress in

an environment of continuous improvement and change.

3. Ability to effectively manage and participate in a team.

4. Demonstrated ability to establish and manage positive relationships with colleagues and clients.

5. Ability to liaise effectively, at all levels, through sound written and verbal communication skills and an ability to interact effectively

with people from diverse cultures.

6. Relevant personal attributes including a “can-do” attitude, innovative approach, highly self-motivated and diplomacy service to clients.

7. Proven ability to work with clients and provide the services they require.

8. Demonstrated highly developed communication, interpersonal and facilitation skills.

Desirable

1. Knowledge and understanding of the Procurement Act 1995 (NT) and relevant guidelines and frameworks.

2. Knowledge and understanding of quality of performance expected of legal firms, including cost.

3. Knowledge of the Northern Territory Legal Services List (NTLSL).
