Primary objective
This role is responsible for the administration, governance, monitoring and evaluation of the Northern Territory Disaster Ready Fund
Program (Program) and associated funding from the Australian and Northern Territory Governments. The role will drive continuous
improvement, monitor quality assurance and best governance practices.
Context statement
This position is required to work closely with all government agencies, local government and the private sector to deliver outcomes for
the Program.
Key duties and responsibilities
1. Lead the administration of the program and provide expert advice regarding the effective management and allocation of grants
funding to applicants, and recommendations both internally and externally on program and project delivery, risks and issues.
2. Developing and maintaining overarching policy and procedure framework for grants management and administration, business
processes and systems to support transparent performance and ensuring compliance with relevant legislation, policies, and guidelines.
3. Monitoring performance across programs and providing executive status reports on progress, issues, risks, and actions.
4. Preparing and monitoring budgets, undertaking analysis, and forecasting in line with financial targets for grant programs.
5. Ensuring auditing activities are consistent with best practice and that recommended actions identified in risk analysis and auditing
activities are implemented within the established framework.
6. Building and maintaining partnerships with business areas, regional offices, and key external stakeholders to secure their involvement
and support in the effective delivery of grant programs.
7. Embedding and fostering a culture of continuous improvement in the team, actively encouraging and coaching staff in formulating
and building grant funding mechanisms for applicants.
8. Support the Office of the Director NT Emergency Service as required.
Selection criteria
Essential
1. Good working knowledge of the procurement lifecycle, grants processes and contract management practices, including the
Procurement, Grants and Contract legislation.
2. Demonstrated ability to work independently or as part of a team as well as high level organisation skills and flexible attitude with the
ability to adapt to changing priorities.
3. Strong interpersonal presentation and facilitation skills and a commitment to high personal work standards and delivery of client
focused services.
4. Proven skills and experience in preparing high-level correspondence, including complex reports and submissions with good attention
to detail.
5. Demonstrated high level written and oral communication skills, with the ability to liaise effectively with both the public and private
sectors.
6. Demonstrated analytical skills, including ability to collate and evidence quantitative data, trends and projections.
High level of computer literacy including the various standard of office software packages.
7. Current NT Drivers Licence, Working with Children Clearance Card and the ability to travel for business as required.
Desirable
1. Certificate, Diploma or Degree in procurement/contract management/business/law or similar.
2. Knowledge of NT Government systems e.g. HPE Content Manager and Grants NT
