Primary objective
Assist the Director of Law Reform and provide high quality legal advice and legislative reform proposals on matters relevant
to the Northern Territory Fire and Emergency Services (NTFES).
Context statement
The FES Legal Unit provides legal advice and services to the Commissioner and CEO of Fire and Emergency Services.
Key duties and responsibilities
1. Provide expert legal advice and opinions on legal matters, court proceedings, legislative reform and policy related matters
which impact on fire and emergency services.
2. Manage and oversee major/complex legislative reform projects on behalf of NTFES, including the development of new
legislation.
3. Develop and implement legislative reform proposals from the initial concept stages to implementation and
communication of amendments and reforms.
4. Prepare high quality cabinet submissions, ministerial and other documents for the Legislative Assembly.
5. Assist the director with day to day management of the FES Legal Unit, including supervision of other staff.
6. Manage requests for legal services to ensure all legal obligations for NTFES are met.
7. Develop and maintain a high-level of knowledge of relevant areas of the law and of relevant practices and procedures.
Selection criteria
Essential
1. Admission as an Australian legal practitioner and eligibility to obtain a local practising certificate.
2. Demonstrated ability to provide high-level legal advice on complex and diverse legal issues, as well as the ability to
identify legal issues and risks.
3. High level organisational skills, including the ability to work under pressure, meet tight deadlines, and manage competing
and changing priorities.
4. High level communication and interpersonal skills, including the ability to communicate with influence, negotiate and
resolve conflict, and prepare briefings, statements, position papers and submissions.
5. Demonstrated commitment to the ongoing development and mentoring of junior lawyers, providing guidance on legal
issues and identifying appropriate development opportunities as they arise.
Desirable
1. Experience in providing legal advice to a Government Agency.
2. Experience in legislative reform or cabinet processes.
3. Legal advocacy experience.
