Primary objective
To provide high level leadership and management to command staff to ensure the development of emergency and hazard management
plans, delivery of community engagement and awareness activities and preparedness advice to Local and Regional Controllers.
Key duties and responsibilities
1. Lead and manage the development of evidence based emergency management plans, at Territory, Regional and Local level, and hazard
management plans for NT Emergency Service (NTES) statutory and non-statutory responsibilities.
2. Negotiate and consult with industry, volunteers, community organisations, agencies and other stakeholders on emergency
preparedness and community engagement activities and their implications for the safety and welfare of NT communities.
3. Manage human, financial and physical resources in accordance with legislation, policies and procedures.
4. Lead, motivate and support staff to achieve outcomes, manage change and build effective teams and working relationships.
5. Prepare comprehensive reports, high-level briefings, submissions, and undertake policy development to support the agency’s
governance, risk management and reporting requirements.
6. Undertake operational duties (e.g. participating in coordination of emergency responses) in responses to manmade and natural
emergency events.
Selection criteria
Essential
1. High level skills in strategic, conceptual and analytical thinking, operating in a sensitive political, social and organisational environment,
and in negotiation and conflict resolution.
2. Demonstrated experience in strategic planning relevant to emergency and/or natural hazard management and development and
delivery of awareness campaigns to inform communities.
3. Well-developed knowledge of contemporary issues and initiatives relevant to emergency management with proven ability to develop
policies and procedures to align with the strategic direction of the agency.
4. Highly developed liaison, communications (both oral and written) and interpersonal skills, with proven ability to identify, establish and
maintain positive and productive relationships with internal and external stakeholders.
5. Proven initiative and self-motivation with the ability to work independently, as well as part of a team, proven ability to perform under
pressure, meet deadlines and work effectively with minimal supervision.
Desirable
1. Diploma qualifications in emergency management or related discipline or relevant industry experience.
2. Significant knowledge and understanding of the legislation and policy frameworks applicable to NT emergency management
3. Level 2 qualifications in the Australasian Inter-service Incident Management System.
