Primary objective
Provide high quality financial management and support through a business partnership-orientated approach to ensuring continuous improvement
of financial functions and services, financial governance and statutory reporting obligations are met, and compliance with relevant legislation,
regulations, accounting standards, frameworks, directions, policies, and work instructions.
Context statement
The Financial Services unit, based in Palmerston, provide services to the department’s divisions, Territory Wildlife Parks, and a number of statutory
boards. Services include financial and taxation reporting, budgeting and forecasting, accounts payable, corporate credit card and travel
administration, procurement reporting, delegations administration, audit coordination, monthly processing and reconciliations, and financial
systems support. The team handles high and dynamic workloads with tight deadlines, with an emphasis on professional client service, thorough
and accurate work, reliability, and collaboration.
Key duties and responsibilities
1. Be a trusted advisor on financial management matters, effectively engage with business areas and stakeholders, and contribute to financial
planning, implementation and monitoring cycles through a strategic and proactive approach.
2. Coordinate and undertake financial management tasks, including monthly financial processing, ensuring deadlines are met whilst maintaining
a high level of accuracy and supporting the wider Financial Services team in achieving the same.
3. Prepare, review and analyse complex financial, procurement, and taxation reports, including statutory reporting and returns, financial
performance and balance sheet reporting, briefings, and budget submissions.
4. Development and review work instructions, systems use, policies, and related documents with a governance and compliance focus to support
adept and practical proposals.
5. Lead subordinate staff, and the wider Financial Services team, to achieve results whilst promoting change and supporting staff to adapt to
change.
6. Contribute to continuous improvement of financial functions and services, with a pragmatic customer service focus, in consultation with the
Senior Finance Manager and Chief Financial Officer.
Selection criteria
Essential
1. Knowledge and practical application of relevant or similar legislation, regulations, accounting standards, directions, policies, and work
instructions to financial and taxation processing and reporting tasks, including the preparation of financial statements and returns.
2. Highly developed ability to communicate clearly, actively listen and maximise understanding and impact, and build strong working relationships
to achieve desired outcomes, resolve issues and conflict, and maintain a pragmatic customer service focus.
3. Comprehensive analytical and financial management skills, supported by well-developed systems thinking and advanced Excel ability, to enable
effective interpretation, understanding, and reporting of data and financial results.
4. Leadership and staff management skills with an adaptive and supportive approach to change and development of staff that delivers efficient
outcomes.
5. Demonstrated ability to think critically and make recommendations through research, analysis and sound judgement, particularly in providing
high level advice on policies, procedures, work instructions, system use, and relevant documents to support efficient and compliant services
and business processes.
Desirable
1. Bachelor’s degree in accounting, or other relevant discipline, with professional membership of an accounting body (CPA/CA).
2. A sound understanding of the budget and financial management cycles and processes operating within the Territory.

The Financial Services work unit is inclusive and mindful of work life balance and as such consider flexible work arrangements. The Financial
Services team consists of twelve staff and this position has responsibility for managing one direct report.
