Primary objective
To effectively administer the Petroleum (Environment) Regulations 2016 and monitoring compliance with approved Environment
Management Plans in line with the Division’s annual compliance plan.
Context statement
The Environmental Regulation Division is responsible for striking a balance between protecting the Territory’s environment and enabling
development. The Division ensures compliance with the Territory’s environmental laws by applying best practice regulatory principles
across the regulatory spectrum, from assessment through to compliance and enforcement. We commit to being proportionate,
accountable, consistent, targeted and transparent in providing our regulatory service.
Key duties and responsibilities
1. Lead a team to administer the Territory’s environmental legislation for onshore petroleum in line with the Division’s best practice
regulatory principles, annual Compliance Plan and Compliance and Enforcement Framework.
2. Manage, develop and allocate staff and resources, including budget, to deliver the Division’s priorities, including environmental
assessment and compliance and enforcement functions.
3. Oversee environmental inspection, audit and compliance programs including critical control checks and lead formal site
inspections/audits in line with best practice regulatory principles.
4. Prepare, review and coordinate briefings, reports and other material on environmental matters within statutory timeframes.
5. Work constructively and cooperatively with the Division’s leadership team and other teams in the Division in line with the Division’s
values to deliver the priorities of the Division.
6. Maintain a constructive relationship with the regulatory community in line with the Division’s best practice regulatory principles.
Selection criteria
Essential
1. A degree relevant to one or more of the following disciplines: chemical, physical, geological, hydrological, environmental and biological
sciences, engineering, law, forensic science or auditing or equivalent.
2. Comprehensive knowledge of and experience in the management and regulation of environmental issues.
3. Experience in managing individual and team performance by effective allocation of resources, feedback and mentoring/developing
staff.
4. Highly developed and accurate oral, written and interpersonal communication skills, including effective negotiation skills.
5. Well-developed research, investigative and analytical abilities to interpret technical and complex information/data to inform
compliance and enforcement actions.
6. Proven significant experience in one or more of the following: environmental assessment, environmental management (e.g. air, water,
contaminated land, waste), environmental inspections/auditing, environmental compliance and enforcement, regulatory
investigations or development of regulatory instruments or guidance material.
7. A clear commitment to engage with and adopt the Division’s values: alignment, caring, courage and taking responsibility.
8. An understanding of Work Health and Safety matters or the ability to acquire knowledge within a short period.
9. Capacity to work outside of normal work hours, including regional and remote travel, and holding a drivers licence.
Desirable
1. Certificate IV in Government (Investigations) or similar and experience in all aspects of regulatory investigations.
2. Experience implementing government regulation in a relevant industry, such as mining, petroleum, waste or process industries.
