What you’ll do
The Manager of the Basic Online Safety Expectations (BOSE) team at the e Safety Commissioner (e Safety) is responsible for implementing a world-leading transparency regime to drive tangible online safety improvements on digital services.
The successful candidate will:
  • Lead a team of passionate, high-performing staff.
  • Provide advice directly to the Commissioner and the General and Executive Managers on the best use of e Safety’s transparency powers to achieve e Safety’s mission of making the online world a safer and more positive place for Australians.
  • In consultation with other teams, develop regulatory notices and a wide range of supporting materials, including guidance for digital services and meaningful transparency reports for diverse audiences across government, academia, industry, advocacy groups and the general public.
  • Support the Commissioner and the General and Executive Managers to develop and deliver on e Safety’s strategic priorities and corporate plan and to report on e Safety’s progress.
  • Assess digital services’ compliance with their reporting obligations and the government’s safety expectations and analyse their responses to identify trends and insights.
  • Work closely and collaboratively with other teams across e Safety, including the industry codes and standards team (which provide for mandatory measures for a range of online services), the investigations teams, the legal team, the research team and the strategic communications team on all facets of the team’s work, including any legal proceedings relating to the use of the Commissioner’s transparency powers.
  • Engage with stakeholders across the online industry, government (Australian and international), and non-government organisations, including advocacy groups, researchers, and others.
  • Represent the Commissioner in various domestic and international meetings, events, and forums.
  • Monitor and contribute to relevant policy papers, briefs, discussions and developments relating to digital services regulation and transparency, and work to promote regulatory cooperation and coherence.


Skills and capability we need:
We are looking for a candidate who:
  • Understands digital services, trust and safety interventions, and the online harms within e Safety’s remit (such as cyberbullying and abuse, the non-consensual sharing of intimate images, child sexual exploitation, and terrorism and violent extremism).
  • Believes in the importance of transparency and accountability, is committed to e Safety’s mission, and is familiar with the use of transparency as a tool for change.
  • Has experience with or awareness of the regulation of digital services, particularly the Online Safety Act 2021 (Cth) or related legislative frameworks across Australia and the globe (regulatory or other operational experience will be particularly well regarded)
  • Has exceptional critical thinking and written and verbal communications skills and can develop and put forward evidence-based advice in a compelling way.
  • Is excellent with stakeholder engagement and has proven experience engaging with senior leadership across government, non-government organisations, and industry.
  • Is a proactive self-starter who has the ability to work with limited guidance and identify strategies to overcome any challenges.
  • Excels in a highly dynamic and fast-paced environment and is comfortable working on projects which attract a high degree of public attention and scrutiny.
  • Fosters a positive, collaborative, and supportive environment for their team, mentoring and guiding team members.
  • Demonstrates a high degree of discretion, professionalism, and a keen risk radar, and embodies the APS values.

About our team:
Together with the industry codes and standards teams, the Basic Online Safety Expectations team is situated within e Safety’s Industry Compliance and Enforcement branch, which leads e Safety’s regulatory work to improve online safety on a systemic and proactive basis. The team works closely with the legal and strategic communications teams – particularly in relation to legal proceedings – as well as the teams within e Safety’s Investigations branch, which administer e Safety’s regulatory schemes aimed at remediating harm to individuals.
The Basic Online Safety Expectations team currently consists of an EL2 Manager (this role), 3x EL1 Assistant Managers, and 2x APS6 Policy and Project Officers working across two cities. The team consistently delivers outstanding work and has a positive and proactive culture.

Additional information
This is a full-time role, however, e Safety is open to considering candidates who work four days per week should they meet all relevant skills and capabilities and subject to working out arrangements within the team to ensure coverage.
Please be aware that this role does not involve direct exposure to class 1 material (such as child sexual exploitation material), but it does require in-depth and frequent discussion of online harms including child sexual exploitation and abuse and terrorism and violent extremism.

This opportunity is open to all applicants, and will be offered to a successful candidate for an initial period of 12 months.
A permanent S26 transfer at level may be considered for an ongoing APS employee.
