JOB
This position works within the Division of Transportation under the supervision of the Deputy Commissioner of Transportation. Required to assist in short and long-range transportation planning and analysis.Participate in transportation issues and works cooperatively with officials at all governmental levels. Promotes and defines the Virgin Islands' transportation objectives in a variety of public forums. Monitors and manages federal grants programs to ensure administrative efficiency and compliance with federal and local laws and standards. Coordinates financial and grants management activities to include distributing information for federal programs, arranging audit entrance and exit conferences.
EXAMPLE OF DUTIES
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE) Develops and/or coordinates transportation planning, research and analysis within the Department of Public Works and other agencies. Presents plans and projects to the general public and governmental officials both local and federal. Writes and manages both federal and locally funded grants. Meets with Transportation staff and local officials concerning all modes of transportation. Reviews grant requests and assists local agencies in obtaining grant funding. Oversees consultants retained to work on transportation projects. Works with Local and Federal officials to advocate for user-friendly policies for public transportation. Knowledge of the principles, practices and techniques of transportation planning.Prepare reports or recommendations on transportation planning. Performs related duties, as required.

KNOWLEDGE, SKILLS AND ABILITIES Knowledge of and ability to understand and implement programs within federal guidelines.Ability to coordinate activities between federal program managers and local government departments. Excellent written and oral communication skills coupled with ability to present ideas clearly and concisely. Proficiency in Microsoft Office and Excel. Ability to manage time and meet deadlines.Ability to establish and maintain effective working relationships with staff at all levels and all persons contacted during work. Ability to organize, prioritize, meet deadlines and maintain meticulous records which are subject to regular audits. PHYSICAL DEMANDS May include outside site visits to various transportation projects, as required. WORK ENVIRONMENTWork is performed primarily in an office setting.
