Job Summary:
Job incumbent is responsible for providing assistance and training to tribes in the TCC region in areas that would help them obtain their self determination goals and strengthen their tribal operations. This position will develop and conduct tribal self governance training specific to each tribe's needs. This position will assist tribes in developing and/or amending policies that strengthen their tribal operations.

Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Essential Functions



Essential Functions:

Representative Duties: Under general supervision of the Self Governance Manager, job incumbent will:
1. Work with Tribes and TA's in the TCC region to develop and/or strengthen tribal council polices, such as but not limited to Financial management, Personnel, and Client Services. Develop and conduct Tribal Administrators and Councils Members training specific to each tribes needs in regards to tribal self determination and tribal operations.
2. Provides guidance to tribes in resolving administrative and personnel issues.
3. Perform quarterly expenditure reviews for villages who are classified as Contract for Service.
4. Collaborate with federal, state, and other agencies in resolving unique village issues.
5. Responsible for coordinating meetings and teleconferences for assigned sub-regions and ensure that sub-regional directives are implemented.
6. Keeps the Self-Governance Manager informed of village activities.
7. Must maintain strict confidentiality.
8. Process village reimbursement requests, budget revisions and coordinating subregional meetings.
9. Assist in developing training modules for annual TA training.
Other Responsibilities:
1. Performs other job related duties as assigned.

Minimum Qualifications



Minimum Qualifications:

1. Bachelor's degree or equivalent training or experience in related field of work.
2. Five years of administrative work experience.
3. Experience with developing and executing training modules in the Tribal Development field.
4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills and Abilities:
1. Strong written, verbal, interpersonal, analytical skills and basic Accounting theory required.
2. Preferred 5 years' experience with tribal governance policies, specifically Financial Management, Client services and Personnel Policies.
3. Preferred Knowledge of P.L. 93-638.
4. Skill in operating a personal computer and proficiency using a variety of applications such as MS Power Point, Access, Word and Excel. Quick Books or other Accounting software preferred.
5. Must be familiar with BIA program regulations, OMB Circulars, TCC Accounting policy and procedures, federal budget process, compacting, and the negotiation process.
6. Knowledge of tribal government structures history, and traditions.
7. Work independently, organize and prioritize work to manage multiple priorities and task concurrently and meet deadlines.
Supervision: This position is the designated TCC supervisor of the Tribal Administrators in the subregions that the position is assigned.

Physical demands: Job is mostly sedentary with some standing and walking. Travel is required. Extensive work on a computer terminal, and use of phone. Must be able to work in a busy and sometimes stressful office environment.

Summation: Incumbent will serve an essential contact and a resource for tribes to aid in achieving goals and objectives.
