Neighborhood Development Planning Technician

NEIGHBORHOOD DEVELOPMENT PLANNING TECHNICIAN
The City of Mobile seeks to hire a full-time Planning Technician who will work as part of a team led by the City’s Land Bank Manager and Deputy Senior Director of Neighborhood Development. This position will provide support to the City’s Land Bank by utilizing various studies and planning techniques in identifying potential property to acquire for aggregation of real estate or specific projects at the direction of the Land Bank Manager. The position will also assist the Land Bank Manager by tracking and monitoring tax delinquent parcels, City determined blighted property, and City Council declared public nuisance property.
This position will work under the supervision of the Land Bank Manager in the delivery of services for the City of Mobile’s Neighborhood Development (ND) Department. This is a partially grant funded position with an initial term of 3 years, but the term may be extended based on performance and funding availability.
JOB REQUIREMENTS: Requires a bachelor's degree in business administration, accounting, finance, public administration, construction management, planning, marketing, or closely related field and a minimum of three years' responsible experience; or a combination of education and experience that meets the requirement. Must possess a valid driver’s license.
This position requires management of document skills, program management and business motivational skills, and communication to internal and external clients in a professional manner. Must have good knowledge of planning and permitting processes with federal environmental review process knowledge preferred; experience using research techniques; knowledge of federal and state bid laws and contract administration; ability to implement policies and procedures; ability to communicate effectively, both orally and in writing; ability to conduct research and prepare comprehensive reports; ability to operate and utilize computer software; ability to establish and maintain effective working relationships with program staff, government employees, and the general public.
PRIMARY RESPONSIBILTIES (including but not limited to): Day-to-day coordination of the City’s blight rehabilitation program, including marketing and intake; markets and provides technical assistance guided by the Land Bank Manager for potential applicants of land bank property; performs field review of Land Bank property and places/removes signage on site as part of processing; assists the Land Bank Manager with financial planning and project recommendation pertaining to various Tax Increment Financing Districts; assists the department with verifying exempt activities for federal environmental reviews; performs general administrative duties; maintains required files for programs; performs related work as required.
