The Fire Program Manager will administer and implement the cooperative programs for State and Volunteer Fire Assistance across Iowa. This position will provide wildland and prescribed fire management assistance to department staff, other state agencies, local government officials, volunteer fire departments, non-profit organizations and other groups interested in managing and protecting natural resources across the State of Iowa.
This position coordinates and directs the State Fire Capacity Program so that maximum fire protection and management is provided to natural resources. This work includes the following responsibilities:
- Develop and coordinate wildland and prescribed fire training and planning assistance for the
- Conservation and Recreation Division and partnering organizations
- Serve as the department’s fire expert, maintaining adequate and current training, and promotes and coordinates grassland and woodland prescribed fire for public lands across the state
- Develop, review, and update the department’s Prescribed Fire Policy
- Coordinate, implement, and manage training records for the departments prescribed/wildland fire qualification system (I-FIRE)
- Coordinate the scheduling and use of the Smokey Bear Fire Prevention Program
- Develop and distribute adequate fire prevention materials.
This position also coordinates and directs the Volunteer Fire Capacity Program so that fire services for the state are supported and protection is provided to natural resources. This includes the following duties:
- Administers and monitors grant programs to volunteer fire districts to cost share fire tools, personal protective equipment, and supplies
- Coordinates with the USDA Forest Service and Big Rivers Forest Fire Management Compact to secure grant funds and deliver services
- Coordinates and directs federal excess equipment programs to provide rural fire districts with needed fire-fighting equipment.
Additional duties encompass the coordination and direction of FEDMALL purchasing for fire personal protective equipment, annual maintenance of state Remote Area Weather Stations (RAWS) and mobilization of wildland firefighters.
Essential Functions

7. Administers and monitors grant programs to volunteer fire districts to cost share fire tools, personal protective equipment, and supplies.
8. Maintains required audits, inspections and inventories for state and federal fire program property.
9. Coordinates and directs federal excess equipment programs to provide rural fire districts with needed fire-fighting equipment.
10. Coordinates and directs FEDMALL purchasing of wildland fire/prescribed fire personal protective equipment and tools for all DNR staff.
11. Coordinates and directs state and national mobilization of wildland firefighters.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). 450 Natural Resources
6 months’ experience, 12 semester hours, or a combination of both in one or in a combination of more than one of the following: Ecology, Environmental planning, Soil conservation, Biological sciences, Waste water treatment, Forestry, Engineering related to natural resource areas (dams, sanitary engineers, etc.) Outdoor recreation planning, Physical sciences, River basin planning, Geography, Wildlife management
OR
907 Forestry 12 semester hours, 6 months continuous full-time experience, or a combination of both, in any of the following: • Dendrology • Silviculture • Forest management, tree planting and habitat management • Timber stand improvement • Forest planning • Planning and mapping using Geographic Information Systems (GIS) for forest improvement projects • Forest inventory including tree identification • Reforestation and/or forest health data collection and monitoring
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
